On 29 September 2025, 13:00 to 15:00, the Single Resolution Board (SRB) will hold a technical meeting focused on separability and transferability for transfer tools. 

As the implementation phase of the Expectations for Banks (EfB) came to an end, the SRM Vision 2028 outlines the strategy for the next phase of the SRM. It focuses on crisis management and readiness, the operationalisation of all resolution tools, and comprehensive testing to ensure the effective resolvability of banks. 

Since 2020, the Single Resolution Board (SRB) has outlined expectations for banks to develop capabilities enabling the implementation and execution of transfer tools. These expectations have since been refined by European Banking Authority (EBA) guidelines, which emphasise the feasibility and credibility of transfer strategies. Resolution authorities have also assessed the quality of banks’ deliverables and drawn lessons from this process.

In light of these developments, the Operational Guidance on Separability and Transferability for Transfer Tools has been updated. The revision aligns the guidance with the framework for resolvability self-assessment, introduces an operational structure for transfer playbooks, and includes a new annex on testing. The main new element is detailed operational guidance on drafting transfer playbooks. This addition supports the SRB’s priority of having transfer playbooks in place by 2025 and underpins increased expectations on testing, reinforcing the operational readiness and credibility of transfer strategies.

The update does not introduce new deliverables but aims to enhance the effectiveness of existing ones by providing clearer expectations for key outputs — namely, the separability analysis report and the transfer playbook. It is primarily intended to support banks operationally and promote efficient resource allocation.

The purpose of this technical meeting is to provide clarifications on the Operational Guidance where necessary before the closing of the public consultation.

Please note that the SRB will prioritise questions that will have been submitted in advance of the meeting to Resolvability-public-consultation [a] srb.europa.eu (Resolvability-public-consultation[at]srb[dot]europa[dot]eu) by 23 September 2025 at the latest.

Participants are expected to get familiar with the documents under the consultation before the meeting. This meeting does not replace written responses to the consultation.
