The Associated Press has identified Matthew Ruth, 24, as the gunman who fatally shot three police officers Wednesday afternoon.

YORK COUNTY, Pa. — A criminal complaint was filed at district court for a suspect accused of stalking and criminal trespassing at the house where the police officer involved shooting occurred on Wednesday. The same suspect was also identified as the alleged shooter on Thursday morning; a law enforcement official told the Associated Press.

FOX43 acquired court documents that listed the details of the incident at the Haar Road property in North Codorus Township the night before the shooting.

On Tuesday night, Sept. 16, at about 11:23 p.m., an officer with the Northern York County Regional Police Department responded to the property on Haar Road for a report of a man with binoculars looking into the house through a window, according to a police report.

The caller who notified law enforcement stated that it was a man, later identified as 24-year-old Matthew Ruth, in camouflage clothing and that she saw him through a trail camera standing in her driveway, a police report stated.

The caller told police that the man possibly arrived in a black truck that was parked on Emig Road around the corner from the home.

Once police arrived, they did not locate a man but did observe a black Ford Ranger pick-up truck parked on Emig Road, court documents stated.

Police then interviewed both the caller and her daughter about recent activity that had occurred at the property. 

Back on Sept. 11, the daughter notified police of an incident that happened on Aug. 20, a police report stated. 

On Aug. 20, the daughter stated that some unknown person allegedly set her pickup truck on fire while it sat in her driveway. At the time, she suspected her ex-boyfriend, Ruth, was the culprit, but wasn’t sure, a police report stated.

At that time on Sept. 11, the victim did not identify the ex-boyfriend to police. On Sept. 13, the fire investigator with the Northern York County Regional Police Department returned and determined that the fire had been intentionally set, according to court documents.

On Tuesday night during the police interview, the caller showed officers a still photo of the trail camera that showed the suspect in all camouflage behind her daughter’s truck in the driveway, police said.

Authorities noted that he appeared to look through a scope device pointed at the house. The caller stated she had put the trail camera up after the incident on Aug. 20. 

At that time, the daughter identified the man in the photo as Ruth. She confirmed that they only dated for a short period of time and that Ruth had never been to her house nor even invited there, police stated.

The daughter told police that Ruth owns a black Ford Ranger pickup truck, the same one that was located around the corner on Emig Road.

As officers looked closer at the photo of Ruth, it was noticed that he had what looked like an AR-15 style rifle slung across his chest while he looked in the house.

Over the next several hours, heading into the early hours of Wednesday, Sept. 17, officers attempted to locate Ruth but were unsuccessful.

Based on the investigation, a warrant was issued for Ruth.
