A Napier City Council spokeswoman said the responsible party had been in contact with the council.
“[The spillage] occurred when a container shifted on a contractor’s trailer and leaked onto the road without the driver’s knowledge,” she said.
“Clean-up methods being considered include painting over or water blasting the affected area, with environmental impact a key consideration.
“Remediation will proceed once a traffic management plan is approved to allow for the work.”
The council says any possible action against the responsible party won’t be considered until after the remedial work.
