House Speaker Mike Johnson said he hasn’t reviewed a White House Budget Office proposal to withhold back pay to federal workers furloughed during the shutdown, a controversial plan that has been criticized for violating the law.

“It has always been my understanding that the law requires furloughed workers to receive back pay. And of course, that’s been the tradition. And I’m not sure exactly what the president is referring to there,” Johnson said in an interview with Bloomberg Television on Wednesday.
