An Coimisiún Pleanála has overturned a decision to grant planning permission for a Commercial Vehicle Roadworthiness (CVR) test centre in east Donegal.

Back in June, Donegal County Council gave the green light to David Mc Dermott for the proposed development at Tonyhabboc, Newtowncunningham. The grant was for a change of use and part retention and completion of an existing commercial unit.

However, that decision was appealed by a local person to An Coimisiún Pleanála (ACP), formerly An Bord Pleanála. The appellant objected on a number of technical grounds and claimed insufficient data had been submitted to demonstrate that the proposed development will not have a detrimental impact on the capacity and safety of the national road network.

“There is a great concern regarding the issue of intensification of use and substantial traffic generation as a result of the proposed development and the associated impact on nearby junctions with the N13, namely the L8141 and the R237,” they stated in their appeal.

In overturning the council’s decision, and refusing permission, ACP raised concerns over wastewater treatment on the proposed site. 

“Having regard to the information on file, the Commission is not satisfied that the applicant has demonstrated that the arrangements provided for dealing with wastewater disposal from the development are adequate to cater satisfactorily,” they said.

The commission also felt the development could contribute to surface or groundwater pollution.

Last year, a local councillor said businesspeople in Inishowen were losing out on precious time and money without a nearby CVR test centre.

Cllr Albert Doherty was speaking  after the closure of the only CVRT on the peninsula in Muff some time ago. With centres located only in Letterkenny, Donegal Town and Ballyshannon, this forced companies in Inishowen and the West of Donegal to make long journeys for the necessary services.
