Jakarta, 27 November 2025 – The Fifth ASEAN-France Development Partnership Committee (AF-DPC) Meeting was convened today at the ASEAN Secretariat in Jakarta, reaffirming the shared commitment of ASEAN and France to deepen cooperation for mutual benefit.

The Meeting took note of the outcomes of the 47th ASEAN Summit and Related Summits held in Kuala Lumpur, as well as updates on the implementation of the Initiative for ASEAN Integration (IAI) Work Plan IV, progress under the ASEAN Smart Cities Network, and ASEAN’s ongoing efforts to advance sustainable development. France briefed the Meeting on its approach to international and regional developments and outlined its future priorities in engaging with the region.

The Meeting reviewed progress in implementing the ASEAN-France Practical Cooperation Areas (PCA) 2022-2026, covering areas such as transport, climate change, people-to-people exchanges, including support to the ASEAN Junior Fellowship Programme, renewable energy, forest fire management, disaster management, capacity-building, and air quality promotion. As the PCA enters its final year of implementation, both sides underscored the importance of addressing the remaining action lines to ensure full implementation by the end of next year. The following areas of cooperation were highlighted, including in combating transnational crimes, cybersecurity, sustainable tourism, digital economy, science, technology and innovation, green transition, blue economy, food security, public health, higher education including through scholarship for ASEAN students, Technical and Vocational Education and Training (TVET), human capital development, cultural and creative industry, heritage protection, youth, Women, Peace and Security, women empowerment, smart cities, and narrowing the development gap. In this regard, the Meeting looked forward to developing the new PCA, concretely and pragmatically.

The Meeting welcomed France’s renewed contribution of EUR 1 million to the ASEAN-France Fund earlier this month, aimed at accelerating the implementation of the ASEAN-France PCA (2022–2026) and supporting ongoing and new collaborative initiatives.

The 5th AF-DPC Meeting was co-chaired by H.E. Nararya S. Soeprapto, Deputy Secretary-General of ASEAN for Community and Corporate Affairs, and H.E. Fabien Penone, Ambassador of France to ASEAN. Members of the Committee of Permanent Representatives to ASEAN (CPR), or their representatives, as well as officials from France and the ASEAN Secretariat, also attended the Meeting.
