Trevin Wallace is back from a two-game absence to start at linebacker, along with Krys Barnes.
Lathan Ransom is expected to start at safety for the suspended Tre’von Moehrig.
And with Horn inactive, Chau Smith-Wade is expected to start at corner, and special teamer Akayleb Evans is expected to see a lot of time.
With Corey Thornton going on IR this week after a season-ending broken fibula, they have a lot of new parts in the secondary.
They signed cornerback Kalen King to the active roster from the practice squad, and cornerback Robert Rochell from the Cowboys practice squad.
They also activated Isaiah Simmons from the practice squad, and he could play some of that linebacker-safety hybrid role and contribute on special teams.
