The Saskatchewan Internet Child Exploitation (ICE) Unit has charged a Regina man with child exploitation offences.

On December 10, 2025, the Saskatchewan ICE Unit executed a Search Warrant at a home in Regina. Electronic devices were examined at scene and also seized by investigators.

As a result of the investigation, 32-year old Neil Thomas Cowan of Regina was charged on December 10, 2025 with the following:

Possession of child sexual abuse and exploitation material.

Access child sexual abuse and exploitation material.

Cowan was released on court-imposed conditions.  His next court date is on January 20, 2026 at 9:30 am, Regina Provincial Court.

 

The Saskatchewan ICE Unit is comprised of investigators from the Saskatchewan RCMP, Regina Police Service and Saskatoon Police Service. Their mandate is to investigate crimes involving the abuse and/or exploitation of children on the Internet.
