Regional councillors are working to cut costs and minimise impacts on services, starting with current exercises to freeze vacancies, to slim back office functions, anticipating the need for less staff as a consequence of resource management reforms etc. But for all the cuts we make, we will not get to 4% without cutting into actual services.
