A fundamental component in the definition of a state is that it must be an entity bounded by recognized borders. Israel doesn’t meet this definition. The international community may recognize its borders as approved in UN resolutions, but Israel sees those as no more than a down payment on what it believes it is owed, and continues to stretch its borders to the breaking point.
