Russian forces conducted a large series of missile and drone strikes against Ukraine overnight on April 14 and 15. The Ukrainian Air Force reported that Russian forces launched three Iskander-M ballistic missiles from unspecified areas of Rostov Oblast and 324 Shahed-type, Italmas-type, and other drones, of which roughly 250 were Shahed-type drones, from the directions of Kursk and Oryol cities, Millerovo, Rostov Oblast; Primorsko-Akhtarsk, Krasnodar Krai; Shatalovo, Smolensk Oblast; and occupied Hvardiiske and Cape Chauda, Crimea.[1] The Ukrainian Air Force reported that Ukrainian air defenses downed 309 drones – a drone interception rate of roughly 95 percent. The Ukrainian Air Force reported that ballistic missiles and 13 drones struck nine locations and that drone debris impacted territory in the north, south, east, and center of Ukraine.

Ukrainian President Volodymyr Zelensky stated that Russian forces struck Dnipro, Cherkasy, Kharkiv, Kryvyi Rih, and Chernihiv cities and Donetsk and Zaporizhia oblasts during the April 14 to 15 strikes.[2] Zelensky reported that the strikes killed five people in Dnipro City, a child in Cherkasy City, and a person in Zaporizhia Oblast. Ukrainian officials reported that the strikes inflicted two injuries and caused moderate damage in Chernihiv Oblast; damaged residential infrastructure and injured 12 in Cherkasy Oblast; damaged an administrative building and residential infrastructure in Dnipropetrovsk Oblast; damaged residential and civilian infrastructure in Kharkiv Oblast; a production facility in Kyiv Oblast; port and residential infrastructure in Odesa Oblast, and infrastructure in Zaporizhia Oblast in addition to the reported deaths.[3] ISW continues to assess that Western assistance in bolstering Ukraine’s ability to defend against Russian ballistic missiles, such as through the donation of systems like the high-end US-made Patriot air defense systems, is of vital importance in defending against Russia’s increasingly large and diverse strike packages.[4]

Russian Drone and Missile Strikes on Ukraine, April 15, 2025 to April 15, 2026

Ukraine’s Western allies continue to provide military capabilities to support Ukraine. We do not report in detail on Russian war crimes because these activities are well-covered in Western media and do not directly affect the military operations we are assessing and forecasting. We will continue to evaluate and report on the effects of these criminal activities on the Ukrainian military and the Ukrainian population and specifically on combat in Ukrainian urban areas. We utterly condemn Russian violations of the laws of armed conflict and the Geneva Conventions and crimes against humanity even though we do not describe them in these reports.

Ukrainian Operations in the Russian Federation

Ukrainian forces continued their long-range strike campaign against Russian defense industrial infrastructure on April 15. Ukrainian Unmanned Systems Forces (USF) Commander Major Robert “Magyar” Brovdi reported that Ukrainian forces conducted a drone strike against the Sterlitamak Petrochemical Plant in the Republic of Bashkortostan (roughly 1,500 kilometers from the international border) on April 15.[6] Brovdi stated that the plant is a producer of aviation fuel and jet fuel additives, as well as the only Russian neodymium synthetic rubber manufacturer. Geolocated footage published on April 15 shows a Ukrainian drone striking the plant and resulting explosions and smoke plumes.[7] Republic of Bashkortostan Head Radiy Khabirov claimed on April 15 that Russian forces downed several Ukrainian drones over the industrial zone of Sterlitamak and that drone debris fell at an unspecified enterprise.[8]

Ukrainian resistance continues to delay Russian attempts to seize Kostyantynivka. Ukrainian military observer Kostyantyn Mashovets stated on April 15 that the Russian military command is likely pressuring Russian forces to accelerate their rate of advance in Kostyantynivka.[32] Mashovets reported that Russian forces are attempting to infiltrate Kostyantynivka by persistently attempting to push Ukrainian forces northward and attacking Ukrainian positions near Ivanopillya and Pleshchiivka. Mashovets noted that Russian forces likely reached the eastern outskirts of Kostyantynivka but that the southeastern area of Kostyantynivka remains a contested “gray zone.” Mashovets stated that Russian forces will thus likely struggle to accomplish the Russian command’s goals for the summer-fall 2026 offensive to capture the fortress belt.[33] Mashovets stated that Russian forces are incurring high casualties assaulting Kostyantynivka, and that Russian forces have not advanced to a position from which they could conduct a viable assault on Kramatorsk from the south, which is key to achieving the goals of the offensive.

Order of Battle: FPV drone operators of the Russian 1194th Motorized Rifle Regiment (4th Separate Motorized Rifle Brigade, 3rd CAA) are striking Ukrainian positions south of Kostyantynivka.[34] Drone operators of the 1465th Motorized Rifle Regiment (4th Separate Motorized Rifle Brigade) are striking Ukrainian forces in Kostyantynivka, Illinivka, and Berestok.[35] Drone operators of the 238th Artillery Brigade (8th CAA, SMD) are striking Ukrainian equipment in Kindrativka (south of Druzhkivka).[36] Artillery elements of the 27th Artillery Regiment (6th Motorized Rifle Division, 3rd AC, under operational control of the Southern Grouping of Forces) are striking Ukrainian positions in Novodmytrivka (north of Kostyantynivka).[37] Ukrainian military observer Kostyantyn Mashovets reported that elements of the 70th Motorized Rifle Regiment (42nd Motorized Rifle Division, 58th CAA, SMD), including its 24th, 26th, and 28th motorized rifle regiments, are operating toward Druzhkivka and that elements of its 17th Tank Regiment are operating toward Chasiv Yar (northeast of Kostyantynivka).[38] Mashovets reported that elements of the 150th Motorized Rifle Division and of the 20th Motorized Rifle Division (both of the 8th CAA) are operating toward Rayske (southwest of Druzhkivka) and Druzhkivka.[39] FPV drone operators of the 68th Separate Reconnaissance Battalion of the 20th Motorized Rifle Division (8th CAA) are reportedly striking Ukrainian equipment near Mykolaipillya (south of Druzhkivka).[40] Elements of the 77th Separate Motorized Rifle Regiment (7th Military Base, 49th CAA, SMD) are reportedly operating in the Kostyantynivka direction.[41] Elements of the 103rd Motorized Rifle Regiment (150th Motorized Rifle Division, 8th CAA) reportedly continue to strike Ukrainian forces in the Kostyantynivka direction.[42]

Russian Air, Missile, and Drone Campaign

Russian Objective: Target Ukrainian military and civilian infrastructure in the rear and on the front line

Ukrainian forces continue to successfully defend against Russian cruise missiles and drones. Ukrainian Defense Minister Mykhailo Fedorov reported on April 15 that Ukrainian air defenses have a cruise missile interception rate of 80 percent and a drone interception rate of 90 percent.[67] Fedorov noted that Russian forces launched 462 ballistic missiles, almost 600 cruise missiles, and 27,000 Shahed-type drones against Ukraine from November 2025 to March 2026. Fedorov notably did not include an interception rate for ballistic missiles, underscoring Ukraine’s need for systems capable of intercepting ballistic missiles, such as Patriots.
