The second teen suspect in the murder of a Penn State student in South Philadelphia is now in custody.
Kaiseem Smith, 16, surrendered to Philadelphia police, the U.S. Marshals announced on Thursday, July 2. Another 16-year-old boy Azzubair Outen-Fleming, was arrested by the U.S. Marshals Service in Colorado on July 1.
Both teens were wanted in connection to the early June murder of 22-year-old William “Billy” Schmidt in South Philadelphia.
Outen-Fleming’s mother was also arrested in connection to Schmidt’s murder, sources told NBC10 on Thursday. Outen-Fleming’s stepfather, identified as Donte Abdulmalik, was in custody as well for trying to help the teen hide from law enforcement, according to District Attorney Larry Krasner.
Abdulmalik was charged with hindering apprehension, obstruction of justice and tampering with evidence.

Schmidt, 22, was shot and killed just steps from his front door around 1:30 a.m. on June 6, 2026, near 20th and Durfor streets in South Philadelphia, police said.
According to his family, Schmidt was preparing to enter his senior year at Penn State, where he was studying communications.
Video from a neighbor’s porch camera shows two young men speaking with Schmidt, who is off camera. Seconds later, Schmidt appears to follow them into the street.
The video also captured Schmidt saying, “Give me back my phone.”
Moments later, a gunshot can be heard.
On Tuesday, the Philadelphia Police Department issued arrest warrants for Smith and Outen-Fleming in connection with the fatal shooting.
The US Marshals Office released new photos of the two 16-year-old suspects believed to be involved in the shooting death of Penn State student, Billy Schmidt.
Officials said they believe Outen-Fleming left Philadelphia around June 11, five days after Schmidt’s murder.
The U.S. Marshals were able to figure out that Outen-Fleming had distant family members who lived in Colorado and started surveilling a home on the 4200 block of Loomis Avenue in Colorado Springs on Wednesday.
Then, around 8:30 p.m. on July 1, marshals arrested Outen-Fleming inside the house despite efforts to hide his identity, officials said.
Outen-Fleming is currently being held at Zebulon Pike Youth Center while waiting for extradition.
Smith and Outen-Fleming are expected to face multiple charges including murder, criminal conspiracy, robbery and others, and they will be charged as adults, the district attorney said.
It is unclear if Outen-Fleming’s mother is facing any formal charges. NBC10 reached out to police to learn more information regarding her arrest.
