MADISON, Wis. — A Madison shooting involving a police officer from Wednesday afternoon is being considered an open and active homicide investigation.

Madison Mayor Satya Rhodes-Conway and Police Chief John Patterson spoke on the fatal shooting involving a police officer before being interrupted by protestors.

A police officer shot and killed Corey Ruiz, who was in his 30s, on the city’s near-east side Wednesday afternoon. Police alleged Ruiz was armed with a knife and injured one of the four officers who were trying to detain him. Prior to his death, Ruiz was seen “checking parked vehicles” in the Marquette neighborhood prior to the shooting, according to police.

“It doesn’t matter who you are, or what your past is. You should not lose your life to an encounter with law enforcement. Our community deserves full transparency and accountability…We have to let the investigation play out,” Rhodes-Conway said.

Patterson confirmed that the Wisconsin Department of Justice Division of Criminal Investigation arrived on scene and interviewed witnesses. The findings of the DCI’s investigation will then be presented to the Dane County District Attorney’s Office.

The DOJ is expected to release the identity of the involved police officer soon. The officer has not previously been involved in a fatal shooting, Patterson said.

The Madison police chief added that his department will reexamine its policies.

“We’re not going to wait for final report from DCI to begin the work of examining our policies, training and response. We’re going to do that now,” Patterson said.

Patterson acknowledged videos circulating social media that may show Ruiz in handcuffs before he was shot, but he does not believe Ruiz was handcuffed when he was shot. Patterson said he has seen some, but not all of the videos capturing the incident.

“This is an incredibly difficult moment for the Madison community,” Rhodes-Conway said.

While Patterson was speaking, a group of protesters derailed the press briefing. Two protesters got into a shouting match with each other, getting in each other’s faces and threatening to come to blows.
