Police say the alleged incidents took place in the Mount Eliza, Mornington, Mount Martha, Bittern, and Somers areas between August 8 and August 14.
On Monday, August 18, police arrested a 30-year-old man at a home in Hastings.
He has since been charged with 29 offences.
These include multiple counts apiece of recruiting a child for criminal activity and giving drugs to children, as well as multiple theft related offences.
The man was remanded in custody and will face court on September 4.
