Ukraine is developing its own countermeasures against new technological threats from russia, including a growing threat from jet-powered strike drones, Ukrainian President Volodymyr Zelenskyy said after receiving a report from military intelligence on russian weapons production.
According to Volodymyr Zelenskyy, Ukrainian intelligence obtained russian internal documents containing information about planned weapons production volumes and funding for next year. Ukraine is using this information to prepare corresponding countermeasures against the systems russia plans to deploy.
Several interceptor drone prototypes capable of engaging russian jet-powered strike drones have already been developed, with some Ukrainian teams using them in combat. Ukraine has also identified interceptor systems that could become one of the main means of protecting against this emerging threat.

Volodymyr Zelenskyy said Ukraine is now scaling up the production of interceptors and the components required for them. He emphasized that the goal is to develop a Ukrainian countermeasure for each new capability identified in russian weapons programs.
The scale of the challenge has become increasingly visible in recent months. Russia used more than 2,730 jet-powered Shahed drones against Ukraine in September alone.
Ukrainian forces destroyed or suppressed more than 1,500 of these drones, giving an interception effectiveness of approximately 55%. The figure includes both drones physically destroyed and those whose attacks were otherwise disrupted.
Volodymyr Zelenskyy said Ukraine needs to gradually raise the effectiveness of its defenses against jet-powered Shahed drones to the level achieved against conventional drones of the same family. He put the current effectiveness against conventional Shahed drones at more than 90%.
