WASHINGTON, D.C. – A top D.C. city official has been identified as the victim killed in a collision involving two electric scooters in Southeast D.C. on Friday evening.
What we know:
First District officers responded to reports of a crash at the intersection of 8th Street and Pennsylvania Avenue, Southeast, around 6:47 p.m.
Investigators determined that two electric scooter operators—an adult male and an adult female—collided with each other inside the intersection.
DC Fire and EMS transported both riders to a local hospital. The male operator, who was unconscious and not breathing at the scene, was pronounced dead at the hospital despite lifesaving efforts. The female operator was treated for her injuries and has since been released.
The victim was identified as 50-year-old Talib Shakir, the Director of the Mayor’s Office on Returning Citizen Affairs (MORCA). Shakir, who was born and raised in D.C., was a returning citizen who dedicated himself to helping others make the most of their second chances.

Mayor Muriel Bowser and the city released a statement confirming Shakir’s passing, noting his commitment to the district and his love for mentoring young people.
“It is with deep sadness that we announce the passing of Talib Shakir,” the statement read. “Through his work in public service, most recently leading the Mayor’s Office on Returning Citizen Affairs, Talib was committed to creating opportunity for DC residents. Talib made the most of his second chance and dedicated himself to helping others do the same.”
The statement emphasized Shakir’s mission at MORCA to ensure returning citizens felt connected, valued, and included in the city’s future.
“We are so grateful for the energy and love he poured into doing just that for the city where he was born, raised, and served,” the statement continued. “We share our love, condolences, and prayers with Talib’s family and loved ones, the entire MORCA team, and all the members of our community relations teams who loved and learned from Talib.”
