The director of the Mayor’s Office of Returning Citizen Affairs was killed when two scooters collided Friday night.
WASHINGTON — A DC city official was killed when two scooters collided on Capitol Hill Friday evening.
Multiple sources told WUSA9 that the Director of the Mayor’s Office on Returning Citizen Affairs, Talib Shakir, was pronounced dead at a hospital after his scooter crashed into another scooter.

It is with deep sadness that we announce the passing of Talib Shakir, Director of the Mayor’s Office on Returning Citizen Affairs. We share our love, condolences, and prayers with Talib’s family and loved ones, the entire MORCA team, and all the members of our community relations teams who loved and learned from Talib.
Police began investigating after the crash was reported shortly before 6:50 p.m. at the intersection 8th and Pennsylvania streets, Southeast.
When they arrived, they found a man, later identified as Shakir, unconscious and not breathing.
A woman who operating the other scooter was also injured.
Both people were taken to a local hospital. Shakir was pronounced dead at the facility. The woman has since been released from care.
Formerly incarcerated, Shakir previously served as Deputy Director of Community Relations within the Mayor’s Office of Community Relations and Services (MOCRS), “overseeing citywide constituent engagement, multi-agency coordination, and operational support,” according to the District’s website.
The Mayor’s Office of Returning Citizen Affairs reintegrates former incarcerated people into the District, including linking them with essential services and workforce training.
In addition to his office in city government, Shakir served in Georgetown University’s Pivot program.
According to his bio on the Pivot program’s website, Shakir was a “natural polyglot,” who learned multiple languages while behind bars as “a way to connect with others.” Along with English, Shakir spoke Arabic and Spanish.
Police have not indicated whether anything criminal could have led to the crash.
