Iran is proposing an international network of photonics laboratories among BRICS member states to give researchers access to specialised equipment and make better use of existing research infrastructure. The initiative is also intended to turn scientific cooperation into joint technological and industrial projects, as reported by Tehran Times, a TV BRICS partner.

The proposed network would allow researchers from BRICS countries to use laboratory equipment and specialised services across member states. It would also help coordinate existing capabilities in fabrication, characterisation, testing and calibration, as well as other infrastructure required for photonics research.

Iran is also calling for closer links between researchers and scientific centres through exchanges of professors, researchers and students. The country proposes focusing cooperation on a limited number of specific, measurable objectives, supported by regular meetings and dedicated action plans.

In 2025, Iran’s President Masoud Pezeshkian announced the implementation of the National Document on Quantum Science and Technology.

According to Abdolhassan Bahrami, an official with the Vice Presidency for Science, Technology, and Knowledge-based Economy, the document sets out national objectives, assessment indicators, strategies and mechanisms for implementation and monitoring. It serves as a roadmap for research, technological development and the commercialisation of quantum technologies.

As part of its implementation, Iran is establishing a quantum science and technology headquarters to coordinate relevant organisations, prepare an implementation roadmap, develop regulations and monitor national and international developments.
