On the day we visited, the Paduel public transportation terminal in southwestern Samaria, in the West Bank, stood empty. It was afternoon, but the hundreds of square meters of asphalt, complete with stops and bays where buses were supposed to park and pick up passengers, were deserted. The terminal opened this year at a cost of 10 million shekels (around $3.24 million), a few months after the opening of the larger Rehalim terminal, which, according to Samaria Regional Council head Yossi Dagan, cost 40 million shekels.
