A grim irony has emerged: the very technology meant to reduce human error on the battlefield could make war more unpredictable and dangerous. Today’s global arms race in artificial intelligence mirrors a classic prisoner’s dilemma; all states would be better off if everyone agreed to limit autonomous weapons, but no one trusts the others to do so first. Unlike nuclear arsenals, which require rare materials and centralized control. AI weapons are decentralized and dual-use. Israel: Early AI integrator. Israel’s defense firms produce armed drones and loitering munitions with onboard machine learning. The Gaza campaign revealed AI-assisted targeting (reportedly tagging tens of thousands of militants), though details are classified.

Russia: Defensive emphasis. Short on expendable drone fleets, Russia focuses on AI in cyber and electronic warfare (jamming enemy networks). It is also developing ground robots and missile interceptors with AI guidance.

The strategic consequences are grave. The classic security dilemma is on steroids: each side races to avoid being outflanked, but each new weapon raises everyone’s risk. There are no clear arms-control treaties for AI. A self-driving drone has no “hotline” to call; a robot tank has no colors of truce. If one nation, believing it’s behind, deploys a crop of autonomous sentinels, its rivals may feel compelled to launch their own first. Under current doctrines, such a strike could trigger full retaliation. In theory, a miscommunication might have been caught by diplomats in the past; with AI, reactions occur at computer speed.
