An investigation into circumstances surrounding the fatal police shooting of terrorist Jihad Al-Shamie is ongoing

Manchester synagogue attack victim Adrian Daulby died of a ‘single but fatal gunshot wound’ from a ‘police issue firearm’, the police watchdog has confirmed.
A second man – understood to be worshipper Yoni Finlay – also suffered a single gunshot wound fired by police, the Independent Office for Police Conduct (IOPC) said. An investigation into the circumstances of the shooting, in which synagogue attacker Jihad Al-Shamie was shot dead by armed police, is ongoing.
But tonight the IOPC said it has found ‘no apparent misconduct’ in the case of officers who fired their weapons. A ballistics expert was working to understand the shooting ‘in more detail’ .
Both Mr Daulby and Mr Finlay men were stood behind the door of the Heaton Park Hebrew Congregation synagogue and were caught in cross-fire as officers tried to prevent Al-Shamie from entering. Melvin Cravitz, 66, was killed by Al-Shamie during Thursday’s attack.
IOPC director Emily Barry said: “This was a tragic incident in which innocent people lost their lives, and others were seriously injured. Families, and the wider community, are grieving the loss of loved ones following this act of senseless violence.

“As is standard in cases like this, we have gathered a significant amount of evidence as we piece together the events surrounding officers’ use of lethal force during the attack. At the same time, Counter Terrorism Policing North West continues to work tirelessly to investigate the attack – and we are working alongside them to ensure both investigations can progress as smoothly, and efficiently as possible.
“We have also been in contact with Mr Daulby’s family, along with the other man injured in the incident and his family, to explain our role and will continue to provide support as needed.”

The IOPC said the investigation will include ‘whether police may have caused or contributed to the death of Mr Daulby’. Investigators have been analysing footage, focusing on the six-minute period from 9.37 to 9.43am, and reviewing initial police statements.
In a statement the IOPC said: “No other firearms were recovered from the scene and work is ongoing to establish the precise sequence of events. Over the coming days, we will continue to review the substantial amount of evidence gathered up to now, and will begin the process of obtaining more detailed statements from police witnesses.”

The IOPC said it had also received a referral from GMP in relation any contact the force may have had with Al-Shamie since December 2024 when an allegation of rape was made against him.
“We are currently assessing the available information to determine whether an investigation into this matter is required,” the watchdog added.
The officers involved in the response to the synagogue attack are being treated as witnesses to the probe, which is standard following police shootings in the UK.
