In September, 2023, the Welsh Government cut the default speed limit on restricted roads from 30mph to 20mph, triggering one of the biggest public backlashes in recent years. Hundreds of thousands of people signed a petition calling for the policy to be scrapped.
A year on, in September, 2024, ministers shifted their position, announcing that councils would be allowed to restore 30mph limits on certain roads — provided they met a set of national criteria. Local authorities across Wales were invited to consult residents on which roads should be considered for change.
That process remains ongoing in many parts of the country, while in others decisions have already been made. Some councils have opted not to reverse any 20mph limits, while others have confirmed changes that are being rolled out this year. We have examined proposals and decisions from councils across Wales to identify which roads could see their speed limits altered – and which will remain at 20mph. Here’s what we have found:
Wrexham

There are 22 roads in Rhondda Cynon Taf (RCT) the council is now considering turning back from 20mph to 30mph, the final decision will be made following the council’s consultion.

Caerphilly County Council said its officers had completed a “comprehensive review” of the area’s speed limits and had accepted proposals for a reversion to 30mph on a list of 20 different roads.
These, however are not yet in force and will change to 30mph after a final public consultation.
Powys
Following a review of the default 20mph policy, Powys County Council is in the process of identifying specific roads to revert to 30mph. While a final, comprehensive list is subject to the Traffic Regulation Order (TRO) consultation process, proposed changes focus on returning main distributor roads and areas with low-density development to 30mph.
There is potential for 43 roads in the county to revert back to 30mph.
As of June, 2025, Ceredigion County Council has decided not to revert any 20mph speed limits back to 30mph following a review of the controversial policy.
As of mid-2025, Denbighshire County Council has not reverted any of its 20mph roads back to 30mph, despite reviewing over 200 submissions.
A section of the A467, Aberbeeg Road, has reverted to its previous speed limit of 40mph whilst all the other roads set at 20mph in 2023 will remain.
A list of priority roads have been confirmed for assessment by Conwy council and the following roads could revert back to 30mph. However, a final decision is yet to be made.

Pembrokeshire County Council is currently reviewing 20mph speed limits to identify roads that should return to 30mph.
Cyngor Gwynedd confirmed that the A499 at Llanbedrog and the A496 at Bontddu will be reverting back to 30mph subject to public consultation.
17 roads in Swansea could potentially see their speed limits increased from 20mph to 30mph. Though these are yet to be enforced.

Neath Port Talbot Council has confirmed that it will not be reverting any further 20mph roads back to 30mph following a recent review.
