Hamas received a formal proposal last week to disarm, NPR reported, citing a U.S. official and another person briefed on the matter.

Nikolay Mladenov, High Representative of Trump’s Board of Peace, confirmed that mediators have agreed on a framework to “unlock reconstruction” and “breathe life back into communities,” which requires “full decommissioning by Hamas and every armed group, with no exceptions.”

According to NPR, as part of the “comprehensive framework,” Hamas and other armed groups would hand over their weapons to the Palestinian technocratic committee. Hamas is reportedly likely to respond to the proposal next week after Eid al-Fitr, the holiday marking the end of the Muslim holy month of Ramadan.

Hamas has denied receiving the proposal, NPR said.

Since at least last week, Hamas has participated in intensive Cairo talks led by Egypt, Turkey and Qatar, as well as the Board of Peace. Mladenov and U.S. Envoy Aryeh Lightstone also participated in the negotiations.

Haaretz first reported that disarmament negotiations were continuing despite the war with Iran, as Hamas seeks to reassert control over the Gaza Strip.
