About 15 years ago, the Israeli consulate in Boston invited Israeli-born students in the city to an outing that included a harbor cruise. One of those arriving at the dock beforehand was Nuseir Yassin, from Arabeh, a small city in the Lower Galilee. He’d arrived a week earlier to begin studies at Harvard. But Yassin had forgotten his passport in his apartment and wasn’t allowed to board.
