State leaders have been trying to get federal cooperation for months to no avail.

A judge in Minnesota has ordered federal agencies to turn over unredacted evidence related to the killing of Renee Good by Immigration and Customs Enforcement (ICE) agent Jonathan Ross.

The U.S. Attorney’s Office, Department of Justice, Department of Homeland Security, ICE and Enforcement Removal Operations (ERO) have three weeks to produce photos, videos, statements and reports connected to Good’s shooting in January.

The order came as a result of the prosecution of Roberto Carlos Muñoz-Guatemala, who was convicted of assaulting Ross during an immigration arrest in June of last year in Bloomington.

The agencies are ordered to provide the following, unredacted documents and evidence to the judge on or before May 1:

Ross’s complete training and personnel files for the entire duration of his federal employmentCopies of policies in effect on June 17, 2025 and Jan. 7, 2026 from DHS, ICE and ERO regarding proper use of force, use-of-force training requirements for EROs and officer-involved shootingsAny statements made by Ross in the 60 minutes before the shooting of Renee Good Any statements made by Ross from Jan. 7 through May 1 regarding the investigation into Good’s shootingAny statements from Jan. 7 through May 1 made by any federal officer or employee who witnessed or was involved in Good’s shootingAny statements from Jan. 7 through May 1 made by anyone other than federal officers and employees who witnessed Good’s shootingCopies of Ross’s medical examinations, including breath tests, blood tests or other drug tests related to Good’s shootingCopies of Ross’s medical exams and evaluations for fitness for duty taken between Jan. 7 and May 1, which include psychological or mental health evaluationsCopies of data taken from any cell phone used by Ross on Jan. 7Any photos, videos or audio recordings from federal government vehicles and body-worn cameras that captured 30 minutes prior to Good’s shooting and 60 minutes after or through when Ross left the sceneAny statements made by Ross from Jan. 7 through May 1 about his interactions with Muñoz-Guatemala

After the evidence is turned over to the judge, they will “determine the most appropriate method and timing for any required disclosures to Muñoz-Guatemala,” according to court records.

As previously reported, federal agents tried to arrest Muñoz-Guatemala on an immigration order on June 17, 2025. Court documents note he was convicted of sexually abusing a minor in 2022.

Muñoz-Guatemala was “uncooperative and refused to follow directions,” prosecutors said. An ICE agent eventually broke the back window so he could open the door from the inside.

As the agent did this, prosecutors say Muñoz-Guatemala accelerated, dragging the agent for over 100 yards. He also weaved back and forth, trying to shake the ICE agent from the car.

The agent suffered “significant” injuries to his arms and hand, court records say.
