Last week, in the hills of the West Bank, about 100 people met on the placid grounds of a Christian school for an unusual conference. They had come from both Israel and the West Bank, speaking Hebrew, Arabic and English, to Beit Jala to discuss a phenomenon that has grown so common and so deadly that key right-wing opposition politicians have made it a talking point: terrorism by Israeli settlers against Palestinians.
