A Department of Homeland Security proposal increasing scrutiny of H-1B contracting firms and revising eligibility for annual cap exemptions is under review at the Office of Information and Regulatory Affairs.
The White House office — under the Office of Management and Budget — received the rule (RIN 1615-AD00) Monday. Once cleared for publication, the proposal will be released in draft form.
DHS is advancing the rule as it seeks to impose drastic new costs on H-1B users. A separate proposal released this week would add a $103,265 charge for all 85,000 H-1B workers hired under the annual cap. …
