GREEN BAY, Wis. — The Brown County District Attorney’s Office filed a criminal complaint Thursday against Green Bay Packers running back Josh Jacobs, charging him with two misdemeanor counts of battery and criminal damage to property that stem from an alleged incident in the Green Bay area on May 23.

Jacobs was initially arrested by the Hobart/Lawrence Police Department on May 26 on five charges relating to domestic abuse — felony strangulation and suffocation, and four misdemeanors: battery (domestic abuse), criminal damage to property (domestic abuse), disorderly conduct (domestic abuse) and intimidation of a victim.

Jacobs was jailed but released the following day after the D.A.’s office found insufficient evidence at the time to pursue criminal charges. After a months-long investigation, the D.A.’s office released an incident report Thursday.

The report states that at approximately 8:37 a.m. on May 23, the Hobart/Lawrence Police Department was dispatched to Jacobs’ Green Bay-area residence for a report of a disturbance between a male and female. Dispatch heard yelling and swearing in the background.

A man told officers that Jacobs had left in his vehicle.

According to the report, Jacobs’ girlfriend told officers that she had a lump on her head as a result of Jacobs’ actions. She said she had been looking through Jacobs’ phone and saw he had been talking to other women. She said she threw the phone and that Jacobs had her phone, which she said he could look through. She told police she tried retrieving her phone from Jacobs, but he resisted, grabbed her arm and began a physical struggle that lasted several minutes.

The report says Jacobs left in his vehicle with the woman’s phone, and she followed him in his other vehicle before both returned to the home. Jacobs continued refusing to give her the phone and said he would “do something to her,” according to the report.

The report states Jacobs followed her to the garage, where she tried to exit to get outside. As she did, Jacobs “grabbed her and threw her to the ground,” and she struck her head, suffering an injury, according to the report. Jacobs then allegedly took her phone from her while she was on the ground. The woman lay on the ground for a while and then struggled to walk back into the house.

A responding officer reported that he observed redness on the woman’s face and neck and felt the bump on the back of her head. She also said her second phone, which she had grabbed inside, was damaged in the incident.

Investigator Dan Van Lanen of the Hobart/Lawrence Police Department said in the report that content from a video surveillance system inside Jacobs’ garage corroborates the altercation the woman described.

Van Lanen reported that the video also shows Jacobs took her phone while she was on the garage floor and, about 40 seconds later, returned to the garage and appeared to damage the phone.

The district attorney: “A criminal complaint is nothing more than a written, formal accusation against a defendant alleging the commission of criminal offenses and does not raise any inference of guilt. Mr. Jacobs is presumed innocent of these charges. As this is an ongoing criminal case, and out of respect for the rights of all parties, our office will not have further comment on the matter at this time.”

Jacobs’ attorneys: “The Brown County District Attorney has reviewed evidence and elected to file misdemeanor charges against Josh that do not include domestic violence. The allegations will be addressed in court, and not in the media. Mr. Jacobs respects the District Attorney’s office and the process it followed.”

The NFL: “We have been closely monitoring all developments in the matter, which remains under review.”

Packers’ statement: “We are aware of the charges brought against Josh Jacobs. We will continue to cooperate with the NFL as we work through the process. We will have no further comment at this time.”
