A confidential Élections Québec risk assessment warned that new language restrictions could make it harder for some anglophones and allophones to vote, raising the risk of a “loss of voting rights for some.”
The January 2025 document said access to information in English could become “more limited or difficult” and undermine confidence in democratic institutions.
Records obtained by The Gazette also show the elections agency began pushing for an exemption earlier than previously known and drafted scripts telling workers to answer anglophone voters in French before determining whether they qualified for service in English.
