TOKYO — Visiting U.S. Commerce Secretary Howard Lutnick said in an exclusive interview with Nikkei on Monday that the $550 billion investment framework agreed between Japan and the United States would focus on “power, pipelines … things that are fundamental to national security and have virtually no risk.”
