Legal experts say the federal government risked losing a High Court challenge if it barred the last ISIS-linked woman, Hodan Abby, from returning to Australia.
On Thursday Home Affairs Minister Tony Burke confirmed the Sydney woman has been issued with a permit to return.
He insists an exclusion order placed could not be extended and that she will be heavily monitored upon her arrival.
