Despite the conclusion of the NBA’s investigation into the Los Angeles Clippers-Kawhi Leonard cap circumvention scandal, the trade between the Clippers and the Toronto Raptors sending Kawhi to his former team is still not official.

However, the holdup in finalizing the trade is not coming from the league level.

According to NBA insider Marc Stein, the Clippers and Raptors are free at any time to submit their agreed-upon June trade for NBA approval.

“Sources briefed on the situation tell The Stein Line that the Clippers and Raptors are free at any time to co-submit for NBA approval their agreed-in-June Kawhi Leonard trade,” Stein reports.

“Obviously both teams must want the trade call but I’m told there is no holdup at league level.”

Clippers reportedly could be intentionally delaying the trade

Marc Stein earlier reported that the Raptors are eager to finalize the deal, although people around the league are now wondering whether the LA Clippers are intentionally delaying the Kawhi Leonard trade.

“The Raptors, I’m told, are eager to consummate the trade after initially placing it on hold July 9 (to guard against a Leonard suspension or the outright voiding of his contract) and still firmly believe that the deal will happen as agreed upon and intended. Ditto for Leonard and his camp,” NBA insider Marc Stein wrote.

“Yet the delay has naturally led some league observers to wonder aloud whether the Clippers are holding off — or considering something even more drastic — to spite Leonard for so readily accepting the league’s punishment rather than invoking his right to pursue an appeal. Any formal appeal within the NBA’s auspices in such matters, remember, must be initiated by the player in question rather than the team according to league by-laws.”
