Mandaviya, who is also Chairman of the retirement fund body EPFO’s Central Board of Trustees, had publicly announced that Cadre Restructuring, one of the most important pending issues concerning the officers and staff of the EPFO, would be implemented by the next Foundation Day, on 1st November 2025, the EPF Officers Association noted in a letter sent earlier this week.

A Committee was constituted for Cadre Restructuring and, after detailed examination of the cadre structure, stagnation, promotional avenues and organisational requirements, the Committee submitted its report about two months ago.

The substantive exercise entrusted to the Committee has thus already been completed, the Assocition noted.

However, it pointed out that the matter is yet to reach final approval and implementation.

“We are already in the middle of September 2026, and barely one and a half months remain before the next EPFO Foundation Day on 1st November 2026. The continued uncertainty, particularly after submission of the Committee’s report, has caused considerable frustration amongst officers and staff and has adversely affected their morale,” the Association stated.

Timely implementation would not only address the long-standing concerns of officers and staff but would also greatly reinforce their confidence in the Organisation and provide a much-needed boost to their morale, it stated.

The Association has sought the minister’s intervention for convening a Special Meeting of the Central Board of Trustees for consideration and approval of the Cadre Restructuring proposal at the earliest, so that the necessary process can be completed and the Cadre Restructuring is implemented before 1st November 2026 (EPFO Foundation Day).
