The UCI Road World Championships always brings a host of announcements from the governing body, whether they be locations of coming championships, calendar announcements or new technical regulations.
This year’s Montreal championships are no different, the governing body announcing changes in its approach to technical regulations and a review of the Lugano Charter, the 30-year-old document governing the fundamentals of bikes and kit used in racing.
There have long been complaints that the Charter has failed to keep pace with technical advances and, though no details are yet known, changes to the Lugano Charter could open the way for major changes to the bikes ridden in UCI sanctioned races.

Established in 1996, the Charter was intended to standardise equipment and to ensure the rider remained the most important component, not the machine. Some of the regulations stemming from the charter include the double triangle shape of a racing bike and the 6.8kg minimum weight limit for road bikes, so controversially breached by Lorena Wiebes during the opening stage of the Giro d’Italia Women this year.
“Thirty years after its adoption, given the evolution of practices, societal issues and safety requirements, it had become necessary to undertake a review of its content,” the UCI said of the Charter review.

The UCI has promised the process will be managed to “Avoid any excesses which would compromise safety, fairness, universality or sustainability,” and is to consult with industry stakeholders on equipment regulation.
Xavier Disley, the founder of components brand AeroCoach, sits on the World Federation of the Sporting Goods Industry and has welcomed the proposals.

“The fact they’re willing to revisit the Lugano charter (and the rules that have stemmed from that) is very welcome news,” Disley told Cyclingnews. “Technology is ever changing in unpredictable ways and it’s perfectly natural for regulations to change and be updated accordingly.
“Even a small change, like the seat stay dimension box or top tube box, would result in the ability to design very different looking, and different performing frames, for example. There is the other side of it, however, the recent trend of wider forks, seat stays – is this something that a new charter would look to limit further? As that’s what we’ve seen with updates to internal dimensions in those areas, so it would be odd to then relax them back again.
“We could also have a scenario where track is split out from road and TT, creating more room for manoeuvre in terms of design rather than having to fall under the same restrictions for the frame.”

As part of its wider approach to equipment regulation, the UCI will establish a “new framework for consultation with cycling industry stakeholders on equipment regulation.” This framework will include a number of Technical Committees, each of which will be dedicated to specific areas, including clothing, protective equipment, wheels and tyres, and frames.
These consultative groups are potentially a major step forward given that some manufacturers have accused the governing body of a lack of consultation. Last year wheel brand Swiss Side called for a science-based approach to regulations after the introduction of limits on wheel rim depth came into force at the start of 2026.
And consultation might have prevented the legal battle between the UCI and SRAM following the proposed introduction of regulations governing gear ratios. That regulation was designed to reduce racing speeds and improve safety by setting an upper limit on the size of gear that racers can use, but by proxy, it effectively banned the American company’s drivetrain due to its use of a smaller 10-tooth cog at the rear cassette.
The UCI says a draft of the updated Lugano Charter will will be made available early next year ahead of consultation with interested parties, including manufacturers, and the finalised Charter will be published later in 2027.
