Chris Rudge was exchanging direct messages with a friend about a new Deloitte report into the government welfare system when he first noticed something odd.
It was a reference in the report to “The Rule of Law and Administrative Justice in the Welfare State: A Study of Centrelink”. It was “such a specific and unlikely publication”, said Rudge, an academic at the University of Sydney.
