The Albanese government is preparing to alter the powers of its proposed new National Environment Protection Agency as part of an alternative plan designed to entice the Coalition into a deal to pass major reforms to environmental laws next week.
Opposition Leader Sussan Ley on Thursday offered to pass the laws in the final week of parliament if Labor agreed to seven key changes, including axing climate reporting and retaining decision-making powers within the federal Environment Department.
