The 33-year-old was put on report and sent to the sin bin over the incident during the Raiders’ 14-10 loss to the Bulldogs at GIO Stadium.

As Hughes took a hit up in the first half he was collected by the shoulder of Corey Horsburgh before Papali’i came in over the top with a forceful blow to his nose.

It sparked a fracas between the teams as tension rose in the first half.

Papali’i was subsequently charged by the match review committee with a grade two careless high tackle, but given it was only his first offence he is just facing a one-game ban.

It will become two if he unsuccessfully fights the charge.

Referee Adam Gee’s microphone, meanwhile, picked up what appeared to be Papali’i’s reaction to the penalty.

“Let’s go play touch then,” he could be heard saying before receiving his marching orders.

Raiders skipper Joseph Tapine also found himself on report for high contact on Harry Hayes, but is only facing a fine for the grade one careless high tackle regardless of whether he takes the early plea or not.

Lachlan Galvin was the only Bulldogs player to be cited from Thursday’s game, hit with a grade one dangerous contact charge for what was a hip-drop type movement on Hudson Young in slippery conditions.

He is looking at a $1,000 or $1,500 fine depending if he takes the early plea or not.

Speaking on The Late Show with Matty Johns, former Bunnies and Roosters premiership winner Luke Keary said Papali’i was in “strife”.

The panel, however, believed Tapine would escape punishment.

“Tapine is bracing himself knowing that he’s moved a little bit,” Nathan Hindmarsh said.

“He hasn’t really gone through with the tackle, he’s been run into.”

Attention then turned to the Raiders after last-year’s minor premiers slumped to another defeat to sit in 11th spot on the NRL ladder.

With conditions torrential in Canberra on Thursday, it means Ricky Stuart’s side have played three-straight matches in wet conditions.

Parramatta Eels legend Nathan Hindmarsh said he feared the tough conditions could negatively impact the Raiders later in the season.

“Three games in the wet in a row for the Raiders,” he said.

“Golden point first round. Warriors over there in the wet, come home, wet again. I reckon it’s going to start gassing them,” Nathan Hindmarsh said.
