The court has upheld an appeal by McLaren and Red Bull in the latest twist to the drawn out saga.
Gasly had finished the race third on the road, but two unserved in-race time penalties for pit lane speeding meant he was classified seventh.
Alpine subsequently won a right of review case to have his podium restored – a decision that was then appealed by McLaren and Red Bull.
The hearing’s outcome means Red Bull’s Isack Hadjar is credited with the third place Monaco finish.
McLaren’s Oscar Piastri regains fourth, while Racing Bulls’ Liam Lawson and Arvid Linblad also move back ahead of Gasly.
