{"id":115044,"date":"2025-09-03T06:46:10","date_gmt":"2025-09-03T06:46:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/au\/115044\/"},"modified":"2025-09-03T06:46:10","modified_gmt":"2025-09-03T06:46:10","slug":"glengarry-shopping-centre-woolworths-plan-approved-with-supermarket-cafe-shops-and-upper-floor-offices","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/au\/115044\/","title":{"rendered":"Glengarry Shopping Centre: Woolworths plan approved with supermarket, cafe, shops and upper-floor offices"},"content":{"rendered":"<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">Supermarket giant Woolworths\u2019 plans for a shopping centre development in Perth\u2019s northern suburbs have been approved.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">The Metro Outer Development Assessment Panel approved the Woolworths Group\u2019s plan to replace the 50-year-old Glengarry Sopping Centre in Duncraig with a supermarket, restaurant, shops and upper-floor offices.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">The DAP approval \u2014 won four votes to one \u2014 came after the City of Joondalup recommended against it because delivery trucks would be entering the Woolworths loading dock from Culloden Road.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">The city, which did not oppose development on the site, said the proposal would \u201cunreasonably impact\u201d the amenity and safety of residents and users of Glengarry Drive, Culloden Road and potentially Carlyle Crescent and Kinloch Place because of multiple large delivery trucks accessing the development site daily from Culloden Road.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/09\/2280a738e1ff84f86ad755985545f905dd0f89f1.jpg\" alt=\"Glengarry Shopping Centre. Andrew Ritchie Credit: Andrew Ritchie\/The West Australian<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">Woolworths has long argued the redevelopment will improve shopping convenience and create \u201ca vibrant place for small business tenants and the community\u201d.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cWe\u2019re excited about the opportunity to upgrade and modernise the Glengarry Shopping Centre in Duncraig,\u201d a Woolworths spokesperson told <a class=\"css-445i33-StyledTextLink ezegcyi0\" data-link-type=\"article-inline\" target=\"_blank\" href=\"https:\/\/www.perthnow.com.au\/\" rel=\"nofollow noopener\">PerthNow<\/a> in May.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cThe redevelopment would include new services and convenient shopping options, and aims to create a vibrant place for small business and the community.\u201d<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">About 10 residents voiced their opposition in submissions to the DAP ahead of the decision.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">They spoke of the impact of large trucks on residential roads, tree removal, light and noise pollution, and said the \u201coverwhelmingly large\u201d development was \u201cout of character with our neighbourhood\u201d.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">Residents had to \u201cpay the price\u201d for the \u201coverdevelopment of the site\u201d and commercial greed\u201d, one resident said.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/09\/1c1e4be9a890315e55d1e0027172385a31469ed8.jpg\" alt=\"The Woolworths development for Glengarry Shopping Centre.\" class=\"css-16r7l45-StyledImage en5ut4d0\"\/>Camera IconThe Woolworths development for Glengarry Shopping Centre. Credit: Supplied<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">A representative of three nearby IGA stores said the new Woolworths development would have a detrimental impact on their sales.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">Deputy presiding member Karen Hyde responded by saying a City of Joondalup-commissioned peer review had shown trading levels for nearby centres post development would be \u201cwithin normal competitive range\u201d.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">A handful of residents and local business owners supported the Woolworths development, saying the current shopping centre was in a \u201cstate of serious decline\u201d. \u201cIt is outdated and underutilised,\u201d one resident said.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">\u201cThe vast majority of the community want the development,\u201d another resident said.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">The proponents spoke of \u201cpassive facades\u201d to offset light pollution and their traffic engineer defended the truck movements, saying they would be safe and the maximum of three Woolworths delivery truck movements would have \u201cno material impact\u201d on Glengarry Drive when it had 11,000 vehicles per day.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">DAP member Tony Arias said he did not consider the impact of truck traffic on Culloden Road as \u201cunreasonable\u201d.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">Presiding member Eugene Koltasz said he had visited the shopping centre site and found it \u201ctired looking\u201d and in need of a \u201ccomplete makeover\u201d.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">He praised the surplus in car parking bays and the enclosed service bays for their noise mitigation.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">Ms Hyde said the development was compatible and appropriate in scale with the surrounding area.<\/p>\n<p class=\"css-9cqv6l-StyledPNParagraph e8utp6u0\">Joondalup councillor Adrian Hill said he had visited the site and found Culloden Road \u201cvery wide\u201d and able to cope with the daily trucks.<\/p>\n","protected":false},"excerpt":{"rendered":"Supermarket giant Woolworths\u2019 plans for a shopping centre development in Perth\u2019s northern suburbs have been approved.
