But maybe the markets shouldn\u2019t have been taken by surprise. The deal is a reminder that, despite Oracle\u2019s legacy status, the company still plays a major role in AI infrastructure.<\/p>\n<p class=\"wp-block-paragraph\">On the OpenAI side, the agreement was more revealing than the lack of details suggest. For one, the startup\u2019s willingness to pay so much for compute provides a measurement of the startup\u2019s appetite \u2014 even if it\u2019s unclear where the electricity to power said compute is coming from or how it will pay for it.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Chirag Dekate, a vice president at research firm Gartner, told TechCrunch it\u2019s clear why both sides were interested in this deal. It makes sense for OpenAI to work with several infrastructure providers, he noted. It also diversifies the company\u2019s infrastructure \u2014 spreading out risk among several cloud providers \u2014 and gives OpenAI a scaling advantage compared to competitors.<\/p>\n<p class=\"wp-block-paragraph\">\u201cOpenAI seems to be putting together one of the most comprehensive global AI supercomputing foundations for extreme scale, inference scaling where appropriate,\u201d Dekate said. \u201cThis is quite unique. This is probably exemplary of what a model ecosystem should look like.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Some industry watchers expressed surprise that Oracle was involved, citing the company\u2019s diminished role in the AI boom compared to cloud rivals like Google, Microsoft Azure, and AWS. But Dekate argues that observers shouldn\u2019t be so surprised: Oracle has worked with hyperscalers before and provides the infrastructure for TikTok\u2019s sizable U.S. business.<\/p>\n<p class=\"wp-block-paragraph\">\u201cOver the decades, they actually built core infrastructure capabilities that enabled them to deliver extreme scale and performance as a core part of their cloud infrastructure,\u201d Dekate said.<\/p>\n<p>Payment and power<\/p>\n<p class=\"wp-block-paragraph\">But even as the stock market celebrates the deal, key details are missing and questions around power and payment remain.\u00a0<\/p>\n<p>Techcrunch event<\/p>\n<p>\n\t\t\t\t\t\t\t\t\tSan Francisco<br \/>\n\t\t\t\t\t\t\t\t\t\t\t\t\t|<br \/>\n\t\t\t\t\t\t\t\t\t\t\t\t\tOctober 27-29, 2025\n\t\t\t\t\t\t\t<\/p>\n<p class=\"wp-block-paragraph\">OpenAI has made a string of infrastructure investment announcements over the past year, each one with an eye-popping price tag.\u00a0OpenAI has committed to spend around $60 billion a year for compute from Oracle and <a href=\"https:\/\/www.wsj.com\/tech\/ai\/openai-broadcom-deal-ai-chips-5c7201d2?mod=article_inline\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">$10 billion<\/a> to develop custom AI chips with Broadcom.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Meanwhile, OpenAI said in June it hit <a href=\"https:\/\/techcrunch.com\/2025\/06\/09\/openai-claims-to-have-hit-10b-in-annual-revenue\/\" rel=\"nofollow noopener\" target=\"_blank\">$10 billion in annual recurring revenue<\/a>, up from around $5.5 billion last year. That figure includes revenue from the company\u2019s consumer products, ChatGPT business products, and its API. And while its CEO Sam Altman has <a href=\"https:\/\/techcrunch.com\/2025\/08\/15\/sam-altman-over-bread-rolls-explores-life-after-gpt-5\/\" rel=\"nofollow noopener\" target=\"_blank\">painted a rosy picture of its future prospects<\/a> in terms of subscribers, products, and revenue, the company is burning through billions of dollars in cash each year.<\/p>\n<p class=\"wp-block-paragraph\">Power is another question, or more specifically where the companies plan to source the energy needed to run this level of compute.<\/p>\n<p class=\"wp-block-paragraph\">Industry observers have been predicting a near-term boost for natural gas, though<a href=\"https:\/\/techcrunch.com\/2025\/03\/30\/data-centers-love-solar-heres-a-comprehensive-guide-to-deals-over-100-megawatts\/\" rel=\"nofollow noopener\" target=\"_blank\"> solar and batteries<\/a> are arguably better positioned to deliver power sooner and at lower cost in many markets. Tech companies are also <a href=\"https:\/\/techcrunch.com\/2024\/09\/23\/how-big-tech-embraced-nuclear-power\/\" rel=\"nofollow noopener\" target=\"_blank\">betting big on nuclear<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">Despite market moving headlines, the energy impact of OpenAI\u2019s anticipated growth isn\u2019t entirely unexpected. Data centers are anticipated to consume 14% of all electricity in the U.S. by 2040, according to a <a href=\"https:\/\/rhg.com\/research\/taking-stock-2025\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">report<\/a> the Rhodium Group published yesterday.<\/p>\n<p class=\"wp-block-paragraph\">Compute has always been a constraint for AI companies, so much so that investors have <a href=\"https:\/\/techcrunch.com\/2024\/10\/23\/andreessen-horowitz-helps-founders-meet-compute-needs-with-oxygen-private-gpu-cluster\/\" rel=\"nofollow noopener\" target=\"_blank\">bought thousands of Nvidia chips<\/a> to ensure their startups have access to the power they need. Andreessen Horowitz has reportedly purchased over 20,000 GPUs, while Nat Friedman and Daniel Gross rented access to a 4,000 GPU cluster (though maybe <a href=\"https:\/\/www.wsj.com\/articles\/meta-offers-to-buy-stake-in-venture-funds-started-by-ai-hires-nat-friedman-and-daniel-gross-cc72ad49?gaa_at=eafs&amp;gaa_n=ASWzDAjUUZuiF0tUH1M_vHsr4jcmg3IsqGld535nWltjitE_CK8VgD8mMCo1&amp;gaa_ts=68c30e8b&amp;gaa_sig=yKUEDcPLSiY9upoNp0KgpxrRYU7SWqtIwOL5l_LdgJ5FGKhTuPxa5937fXexpqc9_wXVtski08zsB7Hz7yLwGw==\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Meta owns that now<\/a>).<\/p>\n<p class=\"wp-block-paragraph\">But compute is worthless without power. To ensure their data centers remain juiced, large tech companies have been snapping up <a href=\"https:\/\/techcrunch.com\/2025\/03\/30\/data-centers-love-solar-heres-a-comprehensive-guide-to-deals-over-100-megawatts\/\" rel=\"nofollow noopener\" target=\"_blank\">solar farms<\/a>, buying <a href=\"https:\/\/techcrunch.com\/2024\/09\/23\/how-big-tech-embraced-nuclear-power\/\" rel=\"nofollow noopener\" target=\"_blank\">nuclear power plants<\/a>, and inking deals with <a href=\"https:\/\/techcrunch.com\/2025\/06\/12\/meta-teams-with-xgs-energy-to-build-a-150-mw-geothermal-power-plant\/\" rel=\"nofollow noopener\" target=\"_blank\">geothermal startups<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">So far, OpenAI has been relatively quiet on that front. CEO Sam Altman has placed several prominent bets in the energy sector, including <a href=\"https:\/\/techcrunch.com\/2024\/12\/18\/sam-altman-backed-nuclear-startup-oklo-lands-massive-data-center-power-deal-with-caveats\/\" rel=\"nofollow noopener\" target=\"_blank\">Oklo<\/a>,<a href=\"https:\/\/techcrunch.com\/2025\/01\/28\/helion-raises-425m-to-help-build-a-fusion-reactor-for-microsoft\/\" rel=\"nofollow noopener\" target=\"_blank\"> Helion<\/a>, and <a rel=\"nofollow noopener\" href=\"https:\/\/www.wsj.com\/tech\/ai\/sam-altman-investment-exowatt-energy-startup-ai-data-centers-eeeca766?gaa_at=eafs&amp;gaa_n=ASWzDAh-Fuh_9eJQgdte66PfoGe9IMcU5UJF2J0B4PDmMdw-ta9Fngt6rJnP&amp;gaa_ts=68c30f59&amp;gaa_sig=SFKfoRqaBf5Dmglk17diSVFIaCy5iteemKCRQ96IhRWkNpsFu-UOLsT_e09g5zDNZdBb6wpDEiRbgAH7wYk7qw==\" target=\"_blank\">Exowatt<\/a>, but the company itself hasn\u2019t thrown money into the space like Google, Meta, or Amazon.<\/p>\n<p class=\"wp-block-paragraph\">With a 4.5 gigawatt compute deal, that may soon change.<\/p>\n<p class=\"wp-block-paragraph\">The company may play an indirect role, paying Oracle to handle the physical infrastructure \u2014 something it has extensive experience with \u2014 just as Altman invested in startups aligned with OpenAI\u2019s future power needs.
