We need to make retirement fairer"},"content":{"rendered":"<p>If you\u2019re a non-Indigenous Australian, when you hit the age <a href=\"https:\/\/theconversation.com\/australias-retirement-age-just-became-67-so-why-are-the-french-so-upset-about-working-until-64-208648\" rel=\"nofollow noopener\" target=\"_blank\">of 67<\/a>, you\u2019ll typically have another 15 years of long, hopefully happy retirement to look forward to. <\/p>\n<p>But as we\u2019ve seen too often with our own family and friends, many Indigenous peoples don\u2019t make it to retirement age. The median age at death for Indigenous people in Australia is still <a href=\"https:\/\/www.abs.gov.au\/statistics\/people\/population\/deaths-australia\/latest-release\" rel=\"nofollow noopener\" target=\"_blank\">63 years old<\/a>. <\/p>\n<p>That, along with average life expectancy, is better than it used to be. But it remains almost two decades short of non-Indigenous Australians\u2019 median age at death, 82 years old.<\/p>\n<\/p>\n<p>63 is not old enough to get <a href=\"https:\/\/www.servicesaustralia.gov.au\/who-can-get-age-pension?context=22526\" rel=\"nofollow noopener\" target=\"_blank\">the age pension<\/a>. And it\u2019s barely over the age of access to superannuation savings, which is 60.<\/p>\n<p>Yet Indigenous Australians are eligible for aged care support <a href=\"https:\/\/www.health.gov.au\/sites\/default\/files\/2025-02\/aboriginal-and-torres-strait-islander-aged-care-framework.pdf\" rel=\"nofollow noopener\" target=\"_blank\">from the age of 50<\/a> \u2013 precisely because of well-known differences in <a href=\"https:\/\/www.abs.gov.au\/statistics\/people\/population\/deaths-australia\/latest-release\" rel=\"nofollow noopener\" target=\"_blank\">life expectancy<\/a> and <a href=\"https:\/\/www.aihw.gov.au\/reports\/australias-health\/indigenous-health-and-wellbeing\" rel=\"nofollow noopener\" target=\"_blank\">health outcomes<\/a>.<\/p>\n<p>So why doesn\u2019t that apply to the age pension and superannuation too? <\/p>\n<p>Our <a href=\"https:\/\/doi.org\/10.1002\/ajs4.70037\" rel=\"nofollow noopener\" target=\"_blank\">new research<\/a>, published today in the <a href=\"https:\/\/onlinelibrary.wiley.com\/journal\/18394655\" rel=\"nofollow noopener\" target=\"_blank\">Australian Journal of Social Issues<\/a>, looks at how earlier access to the age pension and superannuation could stop so many people missing out on a chance to retire with dignity.<\/p>\n<p>Access to retirement funds has changed for the better<\/p>\n<p>Our research highlights how Australia\u2019s retirement system has slowly changed over the past four generations, mostly for the better.<\/p>\n<p>Before the second world war, the retirement system was \u201c<a href=\"https:\/\/doi.org\/10.1002\/j.1839-4655.2008.tb00104.x\" rel=\"nofollow noopener\" target=\"_blank\">largely confined<\/a> to male white-collar public servants\u201d working full-time. Over time, that\u2019s changed. We\u2019ve seen universal superannuation introduced in 1992. Changes to pay low-income workers earning under $450. Changes for women and super for paid parental leave. <\/p>\n<p>Today the superannuation guarantee is gradually increasing, with all employees entitled to <a href=\"https:\/\/www.superguide.com.au\/how-super-works\/superannuation-guarantee-sg-contributions-rate\" rel=\"nofollow noopener\" target=\"_blank\">12% from their employer<\/a>.<\/p>\n<p>Now, <a href=\"https:\/\/superannuation.asn.au\/wp-content\/uploads\/2025\/03\/2503-Super-stats.pdf\" rel=\"nofollow noopener\" target=\"_blank\">17 million Australians<\/a> have super accounts, worth a total of <a href=\"https:\/\/www.apra.gov.au\/news-and-publications\/apra-releases-superannuation-statistics-for-march-2025\" rel=\"nofollow noopener\" target=\"_blank\">A$4.1 trillion<\/a>.<\/p>\n<p>But when it comes to who gets to enjoy their retirement, it\u2019s still not a system designed for everyone.<\/p>\n<p>Built-in barriers for Indigenous retirees<\/p>\n<p>For decades, we\u2019ve known about problems with <a href=\"https:\/\/superconsumers.com.au\/buildingfutures\/\" rel=\"nofollow noopener\" target=\"_blank\">access to super<\/a> and the <a href=\"https:\/\/www.hrlc.org.au\/news\/2023-7-12-age-pension-ruling\/\" rel=\"nofollow noopener\" target=\"_blank\">age pension<\/a> for Indigenous Australians. <\/p>\n<p>Many of the barriers identified in <a href=\"https:\/\/www.superannuation.asn.au\/wp-content\/uploads\/2023\/09\/201826_ASFA_Royal_Commission_Submission_21_September_2018.pdf\" rel=\"nofollow noopener\" target=\"_blank\">2018 banking royal commission<\/a> <a href=\"https:\/\/superconsumers.com.au\/wp-content\/uploads\/2025\/08\/Building-Futures-Not-Barriers-Superannuation-that-works_updated.pdf\" rel=\"nofollow noopener\" target=\"_blank\">persist today<\/a> for Indigenous Australians when trying to access their superannuation. <\/p>\n<p>These barriers include difficulties locating super (including super held by the Australian Tax Office), not being treated with respect when dealing with super funds and challenges accessing super funds after the death of a loved one. <\/p>\n<p>Even for Indigenous Australians who do reach retirement age, their retirement savings are <a href=\"https:\/\/theconversation.com\/indigenous-australians-retire-with-27-less-savings-50840\" rel=\"nofollow noopener\" target=\"_blank\">far lower<\/a>. <\/p>\n<p>That\u2019s due to many reasons, including lower workforce participation and incomes from being employed on schemes such as the <a href=\"https:\/\/www.niaa.gov.au\/our-work\/employment-and-economic-development\/community-development-program-cdp\" rel=\"nofollow noopener\" target=\"_blank\">Community Development Program<\/a>, which have <a href=\"https:\/\/oia.pmc.gov.au\/sites\/default\/files\/posts\/2024\/12\/Impact%20Analysis.pdf\" rel=\"nofollow noopener\" target=\"_blank\">not paid super<\/a> for decades.<\/p>\n<p>Those savings have often also been affected by <a href=\"https:\/\/theconversation.com\/stolen-wages-northern-territory-class-action-will-hold-the-commonwealth-to-account-149155\" rel=\"nofollow noopener\" target=\"_blank\">stolen wages<\/a>, resulting in far less <a href=\"https:\/\/research-repository.griffith.edu.au\/server\/api\/core\/bitstreams\/2ec1e988-ddff-4372-82f5-0c2fdafe9532\/content\" rel=\"nofollow noopener\" target=\"_blank\">intergenerational wealth<\/a> to pass on.<\/p>\n<p>Why the age pension needs to be more flexible<\/p>\n<p>To be eligible for the age pension, you must be 67 years of age and meet other <a href=\"https:\/\/www.dss.gov.au\/older-australians#:%7E:text=While%20there%20is%20no%20official,you%2C%20such%20as%20JobSeeker%20Payments\" rel=\"nofollow noopener\" target=\"_blank\">eligibility requirements<\/a>.<\/p>\n<p>That minimum age of 67 needs to be more flexible, otherwise our pension system is far more generous to some people than others.<\/p>\n<p>Even based on average life expectancy rates (which have a smaller age gap than the median age at death), an <a href=\"https:\/\/www.abs.gov.au\/statistics\/people\/aboriginal-and-torres-strait-islander-peoples\/aboriginal-and-torres-strait-islander-life-expectancy\/latest-release#data-downloads\" rel=\"nofollow noopener\" target=\"_blank\">average non-Indigenous Australian man<\/a> would receive the age pension for about 8 years and 8 months <a href=\"https:\/\/www.abs.gov.au\/statistics\/people\/aboriginal-and-torres-strait-islander-peoples\/aboriginal-and-torres-strait-islander-life-expectancy\/latest-release\" rel=\"nofollow noopener\" target=\"_blank\">longer than Indigenous men<\/a>.<\/p>\n<p>For <a href=\"https:\/\/www.abs.gov.au\/statistics\/people\/aboriginal-and-torres-strait-islander-peoples\/aboriginal-and-torres-strait-islander-life-expectancy\/latest-release\" rel=\"nofollow noopener\" target=\"_blank\">Indigenous women<\/a>, the difference in average life expectancy rate is only slightly smaller than men\u2019s, at 8.1 years.<\/p>\n<p>That\u2019s not just lost time with loved ones. It\u2019s also lost pension, which is worth a maximum of $29,874 a year for a single person.<\/p>\n<p>How earlier super access could help<\/p>\n<p>You must be 60 years old to access your superannuation (unless you were born before July 1964). There are rules about who can access <a href=\"https:\/\/www.ato.gov.au\/individuals-and-families\/super-for-individuals-and-families\/super\/withdrawing-and-using-your-super\/early-access-to-super\/when-you-can-access-your-super-early\" rel=\"nofollow noopener\" target=\"_blank\">superannuation early<\/a>, including compassionate grounds, terminal illness and severe financial hardship. <\/p>\n<p>We propose early access to both the age pension and superannuation as an option for Indigenous Australians and anyone with a chronic health condition that impacts life expectancy rates. <\/p>\n<p>This isn\u2019t unprecedented; granting early access to superannuation was allowed when COVID hit.<\/p>\n<p>We saw then how flexible the super system could be, with <a href=\"https:\/\/www.ato.gov.au\/about-ato\/research-and-statistics\/in-detail\/super-statistics\/early-release\/covid-19-early-release-of-super\" rel=\"nofollow noopener\" target=\"_blank\">$37.8 billion released<\/a> in super savings between April and December 2020.<\/p>\n<p>There is an opportunity now for the federal government, superannuation industry and Indigenous Australians to work together to make real change.<\/p>\n<p>Australia\u2019s retirement income systems could move from being one-size-fits-all to economically just systems that finally work for all of us.<\/p>\n","protected":false},"excerpt":{"rendered":"If you\u2019re a non-Indigenous Australian, when you hit the age of 67, you\u2019ll typically have another 15 years&hellip;\n","protected":false},"author":2,"featured_media":141796,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[14],"tags":[64,63,99,186,184,185],"class_list":{"0":"post-141795","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-personal-finance","8":"tag-au","9":"tag-australia","10":"tag-business","11":"tag-finance","12":"tag-personal-finance","13":"tag-personalfinance"},"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/posts\/141795","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/comments?post=141795"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/posts\/141795\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/media\/141796"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/media?parent=141795"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/categories?post=141795"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/au\/wp-json\/wp\/v2\/tags?post=141795"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
