But as he arrives for his second state visit to the UK \u2013 an unprecedented honour for a US president \u2013 the crisis engulfing Keir Starmer\u2019s government threatens to overshadow the proceedings.<\/p>\n<p class=\"dcr-130mj7b\">The circumstances of that crisis are especially awkward. <a href=\"https:\/\/www.theguardian.com\/politics\/peter-mandelson\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Peter Mandelson<\/a> was unceremoniously <a href=\"https:\/\/www.theguardian.com\/politics\/2025\/sep\/11\/keir-starmer-sacks-peter-mandelson-over-jeffrey-epstein-revelations\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">sacked as the UK\u2019s ambassador to Washington<\/a> on Thursday after emails were published in which he had urged his friend Jeffrey Epstein to fight for early release from prison in 2008.<\/p>\n<p class=\"dcr-130mj7b\">For Trump, whose own friendship with Epstein has <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/sep\/09\/trump-jeffrey-epstein-birthday-note\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">exposed him to damaging scrutiny<\/a>, including from his own support base, there is no subject he wants to revisit less.<\/p>\n<p class=\"dcr-130mj7b\">\u201cBoth sides will want to move on from Mandelson\u2019s departure from Washington,\u201d said Michael Martins, a former US official who worked at the embassy during Trump\u2019s last state visit. \u201cFor President Trump, the most important thing will be the optics. He wants to look very presidential; he will make a big deal of meeting with the king and the monarchy more generally. First and foremost, he wants that element of imagery.\u201d<\/p>\n<p class=\"dcr-130mj7b\">There will be no shortage of the <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/jan\/18\/a-watershed-moment-how-will-labour-play-trump\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">pomp and circumstance<\/a> that Trump loves over his two-day visit. He and his wife, Melania, will be greeted with a ceremonial welcome and a guard of honour at Windsor Castle, where they will be hosted by King Charles, Queen Camilla, Prince William and Catherine, the Princess of Wales.<\/p>\n<p class=\"dcr-130mj7b\">Trump will address a state banquet with tech bosses and senior cabinet ministers on Wednesday evening before travelling to Chequers on Thursday for a business reception, working lunch and press conference with the prime minister.<\/p>\n<p class=\"dcr-130mj7b\">There will be military displays including a Red Arrows flypast, and fanfare over investment deals, including a US-UK technology partnership and civil nuclear agreement.<\/p>\n<p>British armed forces rehearse at Wellington barracks in London on Friday.  Photograph: Aaron Chown\/PA<\/p>\n<p class=\"dcr-130mj7b\">Sophia Gaston, an analyst at the Centre for Statecraft and National Security at King\u2019s College London, said: \u201cBritain is one of the few countries the <a href=\"https:\/\/www.theguardian.com\/us-news\/trump-administration\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Trump administration<\/a> takes seriously as a tech collaboration partner, and the decision to align more with American instincts on innovation than EU regulatory frameworks has been recognised in Washington.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThe primary objective of the state visit is to shore up the emotional connection the president holds with Britain, and the secondary objective is to demonstrate a modern geopolitical underpinning for the special relationship.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Masked by the frenzied preparations is a massive hole in the government\u2019s foreign policy armoury \u2013 at a time when foreign affairs is one of the few areas in which Starmer is widely seen to have performed well. Lord Mandelson\u2019s exit leaves the government hosting a presidential state visit without a US ambassador, with the deputy, James Roscoe, stepping up in the interim.<\/p>\n<p class=\"dcr-130mj7b\">British officials are fearful that Trump could take the opportunity to publicly opine on candidates for Mandelson\u2019s successor. Several said the Trump administration remained fans of the <a href=\"https:\/\/www.theguardian.com\/politics\/2024\/nov\/07\/uk-us-ambassador-karen-pierce-stay-in-post-trump-transition\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">former ambassador Karen Pierce<\/a>, who has since taken up a role as UK envoy to the west Balkans. \u201cThere was definitely talk of keeping Karen for longer because she was so loved by that lot,\u201d said one UK government source. Another said: \u201cTrump\u2019s people have already told the embassy and No 10 that they want Karen Pierce back.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Pierce\u2019s supporters believe she is out of favour with Downing Street because of her perceived closeness to <a href=\"https:\/\/www.theguardian.com\/politics\/sue-gray\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Sue Gray<\/a>, the former No 10 chief of staff who lost a power struggle with Starmer\u2019s closest adviser, <a href=\"https:\/\/www.theguardian.com\/politics\/morgan-mcsweeney\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Morgan McSweeney<\/a>. Frontrunners for the job include the former cabinet secretary Mark Sedwill and the outgoing head of MI6, Richard Moore. The national security adviser, Jonathan Powell, is also said to be in the frame.<\/p>\n<p class=\"dcr-130mj7b\">UK ministers face another potential pitfall. Trump departs for London as his administration reels from the killing of his influential ally, the rightwing activist Charlie Kirk. <a href=\"https:\/\/www.theguardian.com\/us-news\/charlie-kirk-shooting\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Kirk\u2019s shooting<\/a> has fuelled warnings on the right about intolerance and the erosion of free speech. Were Trump in a belligerent move, he could \u2013 <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/feb\/14\/jd-vance-stuns-munich-conference-with-blistering-attack-on-europes-leaders\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">like his vice-president<\/a>, JD Vance \u2013 take the opportunity to attack the UK over the issue.<\/p>\n<p class=\"dcr-130mj7b\">British officials and analysts are optimistic this won\u2019t happen. \u201cHe obviously likes the royal family. He likes the UK,\u201d said Ed Owen, a former special adviser during the New <a href=\"https:\/\/www.theguardian.com\/politics\/labour\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Labour<\/a> years who is now a visiting fellow at the centre-left US thinktank Third Way. \u201cI can\u2019t imagine that he\u2019s therefore going to come and start preaching about free speech. I don\u2019t think it\u2019s his style.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The fact that Trump is not spending any significant amount of time in London during his trip means he will avoid <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/sep\/09\/trump-state-visit-will-see-police-drones-and-airspace-limits-over-windsor\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">large protests being staged in the capital<\/a> and sidestep any controversy arising from a visit to parliament. The Commons <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/jul\/14\/king-charles-schedules-trump-state-visit-for-when-uk-parliament-is-in-recess\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">will be in recess<\/a>, which nullifies any question of the president addressing MPs.<\/p>\n<p class=\"dcr-130mj7b\">Regardless, for Labour MPs all this is a sideshow while Starmer\u2019s administration hurtles from crisis to crisis. \u201cThey are lucky that recess is coming up,\u201d said one ordinarily loyal Labour MP who was incensed by the past fortnight\u2019s developments. \u201cIf MPs were spending the next few weeks in parliament, there would be real trouble.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The downfalls of Mandelson and the former deputy prime minister Angela Rayner have destabilised the government, and the cabinet reshuffle earned the prime minister several new enemies. Distraction is just what he needs \u2013 and the Trump circus is the biggest distraction of all.<\/p>\n","protected":false},"excerpt":{"rendered":"For Donald Trump, the priority was to avoid any distractions.
