Treasury Secretary Scott Bessent, leading the talks for the United States, said Sunday that discussions had been progressing well.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmfl093i8000a356n96uw4yuw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But the Trump administration had also upped the pressure leading into the talks. On Friday, the US Commerce Department <a href=\"https:\/\/public-inspection.federalregister.gov\/2025-17893.pdf\" target=\"_blank\" rel=\"nofollow noopener\">placed two Chinese chipmakers<\/a> on the so-called Entity List, barring GMC Semiconductor Technology Co. and Jicun Semiconductor Technology from purchasing US semiconductor technology.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmfl0lvm2000i356nutpvhwdr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Despite ongoing trade talks, China and the United States have engaged in tit-for-tat responses to one another\u2019s trade actions as they try to <a href=\"https:\/\/www.cnn.com\/2025\/07\/31\/business\/trade-war-trump-tariffs\" rel=\"nofollow noopener\" target=\"_blank\">extract leverage out of a tense situation<\/a>. The United States, for example, has largely banned exports of key equipment for AI technology to China, while China has slow-rolled promises to provide rare-earth minerals used in a wide variety of electronics and defense equipment.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmfl0pd2a000l356nhkb76kc2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            China\u2019s latest move against Nvidia represents a much more aggressive action and a possible signal to the United States that recent Trump administration promises to open up Nvidia chips to China may not be viewed as favorably as the White House expected. Both China and the United States believe AI and the chips that power it are crucial for national security. Although China\u2019s technology is currently behind America\u2019s, it is catching up.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmfl0zkrr000q356nbx9rcfiw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump said last month that he accepted a deal with Nvidia and another chipmaking company, AMD, to pay the US government 15% of their revenues from semiconductor sales to China in exchange for licenses to export certain higher-powered but still stripped-down versions of their technology there. The deal could help the Trump administration maintain America\u2019s AI dominance while advancing its critical trade discussions with China.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmfl0tq3n000o356nnrubibni@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Nvidia CEO Jensen Huang, with whom Trump made the deal in the Oval Office last month, has become a regular guest at the White House as he and Trump try to further their common interests. Huang is scheduled to meet with Trump during his visit to the United Kingdom this week.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmfkzm3k80005356nn17eggcb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            It\u2019s not clear that China will punish Nvidia. The Chinese market regulator said it would carry out a further investigation into the company. The decision to continue inquiries comes after the original investigation, <a href=\"https:\/\/nam11.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.cnn.com%2F2024%2F12%2F09%2Ftech%2Fnvidia-china-investigation&amp;data=05%7C02%7Colesya.dmitracova%40cnn.com%7C05c244e2e7ab45e2258e08ddf4387cd9%7C0eb48825e8714459bc72d0ecd68f1f39%7C0%7C0%7C638935245795049512%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=eI32E08JUROHDhri2utjM73A8qAYXR2vidN%2FO1lfrkQ%3D&amp;reserved=0\" target=\"_blank\" rel=\"nofollow noopener\">launched<\/a> in December.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmfkwuqs30006356nrfd9213b@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Nvidia was found to have violated the terms of the regulator\u2019s conditional approval of its acquisition of Israeli chip designer Mellanox Technologies, China\u2019s State Administration for Market Regulation said in a <a href=\"https:\/\/www.samr.gov.cn\/xw\/zj\/art\/2025\/art_66b8363c3a194ba0a394a843d6cf3fd1.html\" target=\"_blank\" rel=\"nofollow noopener\">statement<\/a>, without providing further details. China <a href=\"https:\/\/nam11.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fnvidianews.nvidia.com%2Fnews%2Fnvidia-receives-approval-to-proceed-with-mellanox-acquisition-from-chinas-antitrust-authority&amp;data=05%7C02%7Colesya.dmitracova%40cnn.com%7C05c244e2e7ab45e2258e08ddf4387cd9%7C0eb48825e8714459bc72d0ecd68f1f39%7C0%7C0%7C638935245795032733%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=YT4Pa2KbRL5OwxnROKKzEt5ibQaqnjuSFVNLyaFg5u8%3D&amp;reserved=0\" target=\"_blank\" rel=\"nofollow noopener\">approved the acquisition<\/a> in 2020.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmfkybvg8001c356nefkxgg1j@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Nvidia (<a href=\"https:\/\/www.cnn.com\/markets\/stocks\/NVDA\" rel=\"nofollow noopener\" target=\"_blank\">NVDA<\/a>) stock was down 1.4% in premarket trading after the announcement.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmfkxzj7y0013356njftkyhmt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The White House in April blocked the export of certain AI chips to China, including Nvidia\u2019s H20 chips and AMD\u2019s MI308 chips. The unprecedented deal with the Trump administration last month allows the companies to obtain export licenses to restart sales of those chips in China, a US official told CNN.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmfky83lb0016356nh9l4lcnz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Nvidia released the H20 chip last year as a way to maintain access to the Chinese market \u2014 which made up 13% of the company\u2019s sales in 2024 \u2014 in the face of US export controls imposed by the Biden administration.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmfl136wg000t356nzttoq7du@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Despite Trump opening up the H20 chips to China last month, it\u2019s unclear if China will accept them. The chips <a href=\"https:\/\/www.cnn.com\/2025\/08\/11\/china\/us-china-trade-nvidia-chips-intl-hnk\" rel=\"nofollow noopener\" target=\"_blank\">raise security concerns for China<\/a>, a social media account linked to Chinese state media said in the days following the White House\u2019s announcement that it would allow their sale to China.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmfkybjux0019356nlzuh8s6z@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            And China is highly likely to be gaining access to the chips on the black market, anyway.
