(AAP: Dan Himbrechts)

PM pounces on comment

Witness the prime minister laughing away a reporter’s question about the dollar impact on energy bills of the new climate target. Lols. Nothing to see here. Next question!

The latest pain for Ley began on Friday after she told journalists that the Coalition doesn’t support setting climate targets from opposition or from government.

Within seconds of the press conference coming to an end, Ley was made aware of her mistake and quickly stepped back to the microphone. “Sorry guys, just one sec”.

“What I meant to say was that I don’t support the targets that the government sets while we’re in opposition,” she clarified.

“We do of course recognise the importance of targets in government, when we have the full information in front of us which we don’t have now.”

Ley misspoke and corrected herself.

But it didn’t stop the prime minister from seizing on the original comment, which he described as “extraordinary”.

It was indicative, he asserted, of a Coalition that wants to withdraw from the Paris Agreement, reminding voters of the opposition’s ongoing public internal fight over whether to dump its previous support for net zero by 2050.

Loading…The headlines took off

Ley has made no announcement (yet) that she wants to take the Liberal Party out of the Paris Agreement, which Australia joined under the last Coalition government.

But the headlines took off, with most media outlets covering the original remarks, the clean-up.

She did the right thing, but it all reinforced a central storyline that the Coalition is all at sea on climate.

It also demonstrates how tiny Ley’s room for error has become. She’s on the thinnest of ice.

Through no direct fault of her own, she’s had another torrid week, despite delivering a keynote economic speech that was applauded for its emphasis on returning the Liberals to their fiscally prudent roots.

Sadly for her, few Australians will be all that aware of the speech.

What they will have heard — if they’re paying any attention to the opposition’s newsreels, an arguable proposition — is that Ley presides over a Coalition that just recorded the worst Newspoll result in its history.

Conducted earlier this month — as the Jacinta Nampijinpa Price debacle over her remarks about Indian migrants reached its zenith — the poll showed the Coalition’s primary vote has collapsed to 27 per cent, the lowest since Newspoll began tracking party support in 1985.

If voters thought Peter Dutton was terrible, what do these numbers mean?

Loading No natural allies

To be fair, much of this is not her doing. She survived a bruising post-election fight that left conservatives seething.

Then the National Party threw a tantrum after the election and pulled out of the Coalition, only to return a short time later.

Australia has a carbon ‘budget’. It’s due to be spent by 2036

Unless Australia lifts its ambitions, its “fair share” of carbon emissions will be spent 14 years early. With the government announcing a 2035 climate target this week, there is intense debate on how high the government should aim — and whether it will be enough to help limit global warming.

Despite pulling on the mantle of leadership, she’s carried it falteringly. She has no natural allies, and gets little support from colleagues.

Many shadow ministers and backbenchers have spent the last week or so firing unsubtle pot-shots from the sidelines — doing media interviews that often have nothing to do with their portfolio areas.

Dan Tehan, the shadow climate spokesperson, was overseas this week, during the biggest climate policy announcement in a decade; leaving it to Ley and former climate spokesperson Ted O’Brien to critique the government’s 2035 emissions reduction target.

And before that, climate policy was causing instability for Ley, with self-declared leadership contender Andrew Hastie revealing that he will quit or be sacked from the front-bench if the party doesn’t turn its back on net zero.

Loading…A ticking time bomb

Every day, it seems, there is another headwind for Ley.

Normally many of these niggles wouldn’t matter. But Ley and the Coalition are facing a ticking time bomb.

One that few people, even deep in the political game, have fully recognised.

It relates to electoral funding laws that were passed in the dying days of the previous parliament after the Coalition did a deal with Labor to limit the ability of wealthy donors to fund third party movements.

For the Coalition, this looks like it may backfire spectacularly.

And for Ley, its a reason she may have less time to regain her footing and stoke the Liberal base than most people appreciate.

The new laws come into force on July 1. Until then, the old rules apply.

That means the next nine months are a frantic race to raise as much money as possible.

Independent, teal or David Pocock types should also do well. They have the benefit of name recognition and energised supporter ranks. (ABC News: Matt Roberts)

Those who raise the most will then have capital endowments to generate future revenue for campaigns, establishing a profound structural advantage over those who don’t.

This is a new factor in the opposition’s leadership stakes.

It’s a reason Ley’s detractors are pushing for a return to a more firebrand option in the mould of Tony Abbott. A figure who might not win middle Australia but can generate heat across the donor base.

Labor will have no difficulty squirrelling away resources for the long term before the new rules kick in, thanks to its union base.

Independent, teal or David Pocock types should also do well. They have the benefit of name recognition and energised supporter ranks.

But it looks very bad for the Coalition parties, and the Greens to a lesser degree, who appear to have lost donors to the teals.

For most voters this matters little. But for political movements, donations are what keep the motors running. Once they dry up, it’s over.

ABC Politics in your inbox

Sign up to the ABC Politics newsletter with Brett Worthington

Ley seems aware of the danger.

In the hours after the prime minister announced the government’s 2035 climate target, Coalition donors received an email from Ley.

“We will oppose any attempt to legislate this target,” she vowed, just above a “contribute today” link.

Opposition leaders can have slow starts.

But she has less time than most to rebound in what are shaping up as some of the most tenuous days in the party of Robert Menzies’s 80-year history.

Jacob Greber is political editor of ABC’s 7.30 program.

Who’d be Sussan Ley?
