{"id":156950,"date":"2025-09-20T16:33:13","date_gmt":"2025-09-20T16:33:13","guid":{"rendered":"https:\/\/www.newsbeep.com\/au\/156950\/"},"modified":"2025-09-20T16:33:13","modified_gmt":"2025-09-20T16:33:13","slug":"why-vermonts-broadband-chief-favors-giving-federal-funds-to-fiber-over-starlink","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/au\/156950\/","title":{"rendered":"Why Vermont&#8217;s Broadband Chief Favors Giving Federal Funds to Fiber Over Starlink"},"content":{"rendered":"<p>Should federal funds go to fiber installations or satellite internet services such as <a href=\"https:\/\/www.pcmag.com\/reviews\/starlink\" target=\"_self\" rel=\"nofollow noopener\">Starlink<\/a>? That question is playing out across the US as states submit plans on how to spend $42.5 billion from the Broadband Equity Access and Deployment (BEAD) program, which is designed to expand high-speed internet access in rural and remote areas.\u00a0<\/p>\n<p>In June, the Trump administration <a href=\"https:\/\/www.pcmag.com\/news\/us-unveils-critical-reforms-to-broadband-funding-heres-why-some-hate-the\" target=\"_self\" rel=\"nofollow noopener\">overhauled<\/a> the program to encourage &#8220;technology neutrality,&#8221; meaning satellite and wireless providers could also receive BEAD subsidies. SpaceX has even told several US states to revise their BEAD proposals, <a href=\"https:\/\/www.pcmag.com\/news\/spacex-starlink-also-protests-louisiana-bead-broadband-fiber-plans\" target=\"_self\" rel=\"nofollow noopener\">calling<\/a> fiber investments \u201cwasteful\u201d and &#8220;unnecessary,\u201d citing the lower costs to deploy Starlink.\u00a0<\/p>\n<p>Still, some states have prioritized fiber over satellite in their funding proposals. In Vermont\u2019s case, the state\u2019s $120 million plan <a href=\"https:\/\/publicservice.vermont.gov\/sites\/dps\/files\/documents\/VT-BEAD%20Final%20Proposal%20Summary.pdf\" target=\"_blank\" title=\"(Opens in a new tab)\" rel=\"nofollow noopener\">includes<\/a> subsidizing fiber in over 85% of underserved locations, while Starlink will only be used for 11% with a $2.5 million subsidy grant. However, SpaceX <a href=\"https:\/\/publicservice.vermont.gov\/sites\/dps\/files\/documents\/VT-BEAD%20Final%20Proposal%20VCBB%20as%20submitted%2009.04.25.pdf\" target=\"_blank\" title=\"(Opens in a new tab)\" rel=\"nofollow noopener\">told<\/a> Vermont earlier this month that it\u2019s \u201cspending too much on some locations,\u201d and has called on the Commerce Department to intervene.<\/p>\n<p>To learn more, we spoke with <a href=\"https:\/\/governor.vermont.gov\/press-release\/governor-phil-scott-appoints-christine-hallquist-executive-director-vermont-community\" target=\"_blank\" title=\"(Opens in a new tab)\" rel=\"nofollow noopener\">Christine Hallquist<\/a>, the executive director for Vermont\u2019s broadband office, who also pushed back on the notion that fiber is more expensive than satellite internet. \u201cThis focus on low-Earth orbit satellites, that\u2019s not infrastructure, that\u2019s renting space,\u201d she said.\u00a0<\/p>\n<p>Fiber vs. Satellite<img decoding=\"async\" src=\"data:image\/svg+xml,%3Csvg%20xmlns=\" http:=\"\" class=\"\" data-image-loader=\"https:\/\/i.pcmag.com\/imagery\/articles\/02nFbWTK81kzQdHDfK08j1F-7.png\" data-lazy-sized=\"\" alt=\"A letter SpaceX sent to Vermont, pointing out the cost differences between satellite and fiber.\" data-image-path=\"articles\/02nFbWTK81kzQdHDfK08j1F-7.png\"\/><\/p>\n<p>\n    A letter SpaceX sent to Vermont, pointing out the cost differences between satellite and fiber. (Credit: SpaceX)\n<\/p>\n<p>Fiber installations often cost between $8,000 and $10,000 per location, whereas <a href=\"https:\/\/www.pcmag.com\/news\/spacex-to-colorado-youre-spending-too-much-on-fiber-internet-why-not-starlink\" target=\"_self\" rel=\"nofollow noopener\">SpaceX says<\/a> it only needs between $500 and $1,000 per site. <\/p>\n<p>However, Hallquist says fiber is the &#8220;best investment&#8221; of taxpayer dollars. &#8220;If you get down to the cost per gigabit, it blows everything else away,\u201d she argues. <\/p>\n<p>That\u2019s because fiber providers <a href=\"https:\/\/www.highspeedinternet.com\/resources\/gigabit-internet\" target=\"_blank\" title=\"(Opens in a new tab)\" rel=\"nofollow noopener\">tend<\/a> to offer gigabit speeds for $70 to $80 per month. Starlink, on the other hand, usually offers download rates between 100Mbps and 300Mbps for $120 per month. (SpaceX has<a href=\"https:\/\/www.pcmag.com\/news\/spacex-tips-gigabit-speeds-for-starlink-after-successful-starship-test\" target=\"_self\" rel=\"nofollow noopener\"> gigabit speeds on Starlink&#8217;s roadmap<\/a>.)<\/p>\n<p>Although it\u2019s not reflected in the BEAD bids, it costs SpaceX a fortune to launch rockets and maintain new Starlink satellites, which are designed to orbit the Earth for five years, Hallquist points out. The BEAD program only requires satellite and fiber providers to guarantee service for <a href=\"https:\/\/www.ntia.gov\/sites\/default\/files\/2025-06\/bead-restructuring-policy-notice.pdf\" target=\"_blank\" title=\"(Opens in a new tab)\" rel=\"nofollow noopener\">10 years<\/a>. <\/p>\n<p>\u201cCertainly, if you look at the cost per satellite and maintaining a business plan for satellites, it\u2019s so much more expensive than fiber,\u201d she says. &#8220;If you put the government subsidies aside, and look at the pure business case, fiber would win today\u2026. Just looking at the energy costs alone, fiber is so much more efficient.&#8221;<\/p>\n<p>Still, SpaceX argues that Starlink is best equipped to deliver high-speed internet in hard-to-reach areas, where laying fiber is extremely expensive. It\u2019s why Vermont\u2019s BEAD proposal still selected Starlink to deliver internet to over 1,600 eligible underserved locations, out of more than 15,000.\u00a0<\/p>\n<p><img decoding=\"async\" src=\"data:image\/svg+xml,%3Csvg%20xmlns=\" http:=\"\" class=\"\" data-image-loader=\"https:\/\/i.pcmag.com\/imagery\/articles\/02nFbWTK81kzQdHDfK08j1F-8.png\" data-lazy-sized=\"\" alt=\"The funding amounts\" data-image-path=\"articles\/02nFbWTK81kzQdHDfK08j1F-8.png\"\/><\/p>\n<p>\n    (Credit: VCBB)\n<\/p>\n<p>Hallquist says the Trump administration\u2019s decision to overhaul the BEAD program led the state to pick Starlink in areas where deploying fiber could be viewed as too costly.\u00a0\u201cWe chose it because of [the] expense. Keep an eye on your inbox!<\/p>\n<p>In our interview, Hallquist mentioned making a &#8220;compromise&#8221; on its BEAD proposal. \u201cWe set an upper control limit on the amount of money we could spend per location. It was a lot higher. I\u2019m not going to be specific, but I\u2019ll say, for example, we were talking about setting a $30,000 limit and saying anything over that, and we would put a satellite in place.\u00a0But we moved that number down significantly because of the pushback we received. That didn\u2019t really cause a huge increase in the number of satellites.&#8221;<\/p>\n<p>However, Hallquist expects some of the locations will struggle to receive adequate broadband access, even with Starlink. \u201cThose people who are going to get satellite are going to sweat over it because they wanted fiber,\u201d she said. Previously, the state was considering custom solutions to reach these hard-to-reach areas.\u00a0<\/p>\n<p>\u201cEven half of those [locations] probably won\u2019t get service because if you look at those locations, there\u2019s heavy, heavy forest cover,\u201d Hallquist added. \u201cAnd some of them are located, geographically, in these depressions where they don\u2019t have access to the signal. So, in no way is it an end-all solution for everybody.&#8221;<\/p>\n<p>SpaceX might disagree. In July, the company published a post about how Starlink\u2019s \u201cbeam-switching\u201d tech can help the satellite internet system <a href=\"https:\/\/www.pcmag.com\/news\/spacex-dont-worry-about-cutting-down-trees-to-get-a-starlink-signal-anymore\" target=\"_self\" rel=\"nofollow noopener\">remain connected despite some tree cover<\/a>. Even so, Hallquist says a larger issue is why BEAD funds are going to Starlink when the satellite internet service is already available to US consumers across the country. Last week, SpaceX even began offering a new round of <a href=\"https:\/\/www.pcmag.com\/news\/starlink-for-only-59-per-month-spacex-offers-cheapest-satellite-deal-yet\" target=\"_self\" rel=\"nofollow noopener\">discounts<\/a>.\u00a0<\/p>\n<p>\u201cOne of our staff members makes that point all the time: \u2018Why are we providing this service, if it\u2019s already there?\u2019\u201d she adds.\u00a0<\/p>\n<p>        Recommended by Our Editors<\/p>\n<p>Will the Commerce Department Demand More Satellite Locations?<img decoding=\"async\" src=\"data:image\/svg+xml,%3Csvg%20xmlns=\" http:=\"\" class=\"\" data-image-loader=\"https:\/\/i.pcmag.com\/imagery\/articles\/02nFbWTK81kzQdHDfK08j1F-5.jpg\" data-lazy-sized=\"\" alt=\"Starlink us flag\" data-image-path=\"articles\/02nFbWTK81kzQdHDfK08j1F-5.jpg\"\/><\/p>\n<p>\n    (Photo by Jakub Porzycki\/NurPhoto via Getty Images)\n<\/p>\n<p>Vermont joined 35 other states and US territories in submitting their BEAD proposals earlier this month. The numbers reveal SpaceX is <a href=\"https:\/\/www.pcmag.com\/news\/spacex-poised-to-receive-300-million-in-broadband-funds-to-serve-200k-locations\" target=\"_self\" rel=\"nofollow noopener\">on track to receive at least $300 million<\/a> to serve over 205,000 underserved locations. Amazon&#8217;s rival, Project Kuiper, is also receiving a share. But most states are using the majority of their funds on fiber.<\/p>\n<p>&#8220;With the state broadband leaders, we don&#8217;t even know who&#8217;s Republican or Democrat. But we know what rural America wants, and it&#8217;s universal,&#8221; Hallquist says. &#8220;When we broadband leaders get together, we have the same goals: We know fiber is the most important investment.&#8221;<\/p>\n<p>Still, there have been\u00a0<a href=\"https:\/\/www.broadband.io\/c\/get-broadband-grant-alerts-news\/the-bead-bob-cap-seems-real-and-it-is-not-magnificent\" target=\"_blank\" title=\"(Opens in a new tab)\" rel=\"nofollow noopener\">rumblings<\/a>\u00a0that the Commerce Department\u2019s NTIA might try to force some states to redo their proposals. The agency must sign off on each state&#8217;s funding plan, and such revisions risk creating more delays while potentially shifting more funding away from fiber. <\/p>\n<p>\u201cYes, it\u2019s a big concern. We feel like we\u2019ve done a great job,\u201d Hallquist says. \u201cI think we\u2019ve kind of met [NTIA] in the middle, and we haven\u2019t received any pushback yet. It\u2019s a fear. And I know some other states have had to struggle with it.<\/p>\n<p>&#8220;Our fear is that we might get forced to do even more satellite,&#8221; she later added. &#8220;We&#8217;re definitely going to do some serious outreach in the next couple of weeks&#8230; We&#8217;re going to let people know this is what our plan was. And then in 90 days, this is the plan we ended up with.&#8221;<\/p>\n<p>The Commerce Department hasn&#8217;t responded to a request for comment about SpaceX&#8217;s protests or whether NTIA will require some states to revise their proposals. In the meantime, it has touted $13 billion in &#8220;savings&#8221; from the BEAD proposals received so far, with the states using only about 44% of the allocated funds. But it&#8217;s unclear whether the agency will release the <a href=\"https:\/\/arstechnica.com\/tech-policy\/2025\/09\/can-we-please-keep-our-broadband-money-republican-governor-asks-trump-admin\/\" target=\"_blank\" title=\"(Opens in a new tab)\" rel=\"nofollow noopener\">remaining<\/a> BEAD money back to the states for other internet projects. <\/p>\n<p>Under BEAD, SpaceX and Project Kuiper are only obligated to provide a free satellite dish to underserved areas and reserve network capacity. We don&#8217;t know if they&#8217;ll offer new, discounted plans.
