Photo: Kyle Lam\/HKFP.<\/p>\n<p>The Fraser Institute, a public policy think tank based in Vancouver, released the <a href=\"https:\/\/www.fraserinstitute.org\/studies\/economic-freedom-world-2025-annual-report\" rel=\"nofollow noopener\" target=\"_blank\">2025<\/a> edition of its annual Economic Freedom of the World index on Thursday. <\/p>\n<p>Hong Kong continues to top the list of 165 economies worldwide in the 2025 index, while Singapore and New Zealand are ranked second and third, respectively.<\/p>\n<p>The 2025 index is based on 2023 economic freedom data, when the most recent data across jurisdictions was available, according to the Fraser Institute.<\/p>\n<p>Hong Kong scores 8.55 out of 10 in the economic freedom index \u2013 measured by five areas, including freedom to trade internationally and \u201csound money,\u201d meaning the stability of the currency in an economy.<\/p>\n<p>Although Hong Kong remains on top, \u201cthere is more to the story than top-line rankings,\u201d researchers at the Fraser Institute wrote in the report.<\/p>\n<p>They noted that Hong Kong\u2019s overall score had declined by 0.52 points since 2018, led by significant drops in areas such as regulation, legal system and property rights.<\/p>\n<p>\u201cThe deterioration in the territory\u2019s regulation and legal system and property rights areas is no doubt due to a notorious 2020 security law that seems to have ended China\u2019s promise of \u2018one country, two systems,\u2019\u201d the report said.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"1050\" height=\"700\" alt=\"Police officers walk past a queue of people waiting to enter West Kowloon Law Courts Building on November 20, 2024, to hear detained media mogul Jimmy Lai testifying for the first time in his national security trial. File photo: Kyle Lam\/HKFP. <\/p>\n<p>China imposed a national security law in Hong Kong in 2020 following large-scale pro-democracy protests and unrest in 2019.<\/p>\n<p>The national security law has drawn criticism for eroding freedom and high degree of autonomy Hong Kong has enjoyed under the \u201cone country, two systems\u201d framework, which has governed the former British colony since it returned to Chinese rule in 1997.<\/p>\n<p>In a <a href=\"https:\/\/www.info.gov.hk\/gia\/general\/202509\/25\/P2025092501234.htm\" rel=\"nofollow noopener\" target=\"_blank\">statement<\/a> on Thursday, the Hong Kong government said the latest report reaffirmed Hong Kong\u2019s advantages as a free-market economy.<\/p>\n<p>\u201cAmid the intensifying geopolitical tensions, and rising unilateralism and protectionism that disrupt the international trade system and global economic order, Hong Kong will, as always, continue to steadfastly uphold its status as a free port,\u201d it said.<\/p>\n<p>But the government also rejected the think tank\u2019s criticism of the national security law, saying the legislation \u201chas restored a safe and stable environment in Hong Kong.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"1050\" height=\"700\" alt=\"People on a footbridge in Central. File photo: Kyle Lam\/HKFP.<\/p>\n<p>\u201cUnder the \u2018one country, two systems\u2019 framework, [Hong Kong] continues to practise the common law and uphold the rule of law, and maintain a judiciary that exercises powers independently. Various surveys indicate that foreign businesses operating in Hong Kong generally express strong confidence in the city\u2019s rule of law,\u201d the government said.<\/p>\n<p>Hong Kong had topped the Fraser Institute\u2019s economic freedom index since the chart was created in 1996, until it <a href=\"https:\/\/hongkongfp.com\/2023\/09\/20\/hong-kong-loses-edge-as-worlds-freest-economy-as-think-tank-cites-beijing-interference-and-waning-rule-of-law\/\" rel=\"nofollow noopener\" target=\"_blank\">lost its edge to Singapore and fell to second<\/a> in 2023. But it gained the top ranking in <a href=\"https:\/\/www.fraserinstitute.org\/studies\/economic-freedom-of-the-world-2024-annual-report\" rel=\"nofollow noopener\" target=\"_blank\">2024<\/a>.<\/p>\n<p>Beijing <a href=\"https:\/\/hongkongfp.com\/2020\/08\/01\/a-city-shackled-how-beijings-security-law-transformed-hong-kong-in-one-short-month\/\" rel=\"nofollow noopener\" target=\"_blank\">inserted national security legislation<\/a> directly into Hong Kong\u2019s mini-constitution <a href=\"https:\/\/hongkongfp.com\/tag\/national-security-explainer\/\" rel=\"nofollow noopener\" target=\"_blank\">in June 2020<\/a> following a year of pro-democracy protests and unrest. It criminalised <a href=\"https:\/\/hongkongfp.com\/2020\/05\/22\/defenceless-hong-kong-needs-state-level-law-to-prevent-stop-and-punish-threats-to-chinese-sovereignty-says-beijing\/\" rel=\"nofollow noopener\" target=\"_blank\">subversion, secession, collusion with foreign forces<\/a> and terrorist acts \u2013 broadly defined to include disruption to transport and other infrastructure. <a href=\"https:\/\/hongkongfp.com\/2020\/05\/22\/this-is-the-end-of-hong-kong-reactions-pour-in-as-beijing-proposes-security-law\/\" rel=\"nofollow noopener\" target=\"_blank\">The move gave police sweeping new powers<\/a> and led to hundreds of <a href=\"https:\/\/hongkongfp.com\/tag\/national-security-explainer\/\" rel=\"nofollow noopener\" target=\"_blank\">arrests<\/a> amid <a href=\"https:\/\/hongkongfp.com\/2023\/07\/08\/explainer-hong-kongs-new-legal-precedents-after-3-years-of-the-national-security-law-part-i\/\" rel=\"nofollow noopener\" target=\"_blank\">new legal precedents<\/a>, while dozens of <a href=\"https:\/\/hongkongfp.com\/2022\/06\/30\/explainer-over-50-groups-gone-in-11-months-how-hong-kongs-pro-democracy-forces-crumbled\/\" rel=\"nofollow noopener\" target=\"_blank\">civil society groups disappeared<\/a>.
