ATO assistant commissioner Michelle Sams said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;This is the lowest proportion of nil tax entities in 11 years of CTT reporting and in part reflects the continued efforts of the Tax Avoidance Taskforce in holding large corporates to account.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Australia has some of the highest levels of tax compliance of large business in the world, with 94.1 per cent of tax paid voluntarily, and 96.3 per cent after ATO&#8217;s compliance actions.&#8221;<\/p>\n<p>ATO waiting to see impact of Trump&#8217;s scuttling of OECD reform<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The ATO&#8217;s latest corporate tax transparency report (CTT) was the first to be published since US President Donald Trump undid more than a decade of progress towards multinationals paying their fair share of tax by striking a <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-06-27\/reprieve-for-australian-super-funds-as-us-dumps-revenge-tax-\/105468208\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">deal to exempt America from a worldwide corporate tax floor.<\/a><\/p>\n<p class=\"paragraph_paragraph__iYReA\">In 2021, about 140 <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2021-10-09\/global-minimum-tax-deal-oecd-explainer\/100527120\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">countries, including Australia, signed up<\/a> to the Organisation for Economic Cooperation and Development (OECD)<a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2019-02-11\/oecd-push-for-a-global-minimum-corporate-tax-rate\/10794406\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\"> &#8220;Global Minimum Tax&#8221; to Donald Trump.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Those countries had, in principle, agreed to a set of rules for a 15 per cent global minimum tax.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">It was aimed at helping countries like Australia collect more tax from digital tech giants like Google, Apple, Microsoft, Facebook, Amazon and others by applying that minimum tax rate.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">It meant Australia would have been able to apply a top-up tax if a US firm paid less than a 15 per cent tax rate in Australia.\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The implementation of the law in Australia was expected to increase receipts by $370 million and increase payments by $111 million over the five years from 2022-23.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But ATO assistant commissioner Michelle Sams said the impact of that move by President Trump would take time to show up in the data.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;We aren&#8217;t expecting [to see that] until 2026,&#8221; (Source: ATO corporate tax transparency report 2023-24)<\/p>\n<p>PRRT revenue declines by 20pc<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The ATO&#8217;s report showed there was an increase in the number of corporate entities paying the Petroleum Resource Rent Tax (PRRT) in 2023-24, with the commencement of the <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.ato.gov.au\/businesses-and-organisations\/gst-excise-and-indirect-taxes\/petroleum-resource-rent-tax\/petroleum-resource-rent-tax-deductions-cap\" data-component=\"Link\" data-uri=\"coremedia:\/\/externallink\/105841402\" rel=\"nofollow noopener\" target=\"_blank\">PRRT deductions cap<\/a>.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The deductions cap limits the amount of deductible expenditure available to offset assessable receipts in a year of tax for a liquefied natural gas (LNG) project.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">There were 16 entities paying PRRT, up by five, with a total PRRT payable of $1.48 billion.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But the overall amount of tax revenue collected by the PRRT still declined in 2023-24, despite the increase in the number of PRRT payers.<\/p>\n<p><img decoding=\"async\" alt=\"Number of companies paying PRRT\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/10\/d01ce3fe4b5588287fcde9bd3bd2b96c\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">The number of entities paying PRRT increased in 2023-24, but the revenue generated by the PRRT still declined. (Source: ATO corporate tax transparency report 2023-24)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">PRRT payable decreased 20.6 per cent from $1.86 billion last year to $1.48 billion this year.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The ATO said the profitability of PRRT-liable companies declined in 2023-24 due to a range of factors, including lower oil prices, decreasing production in longstanding projects, and increased costs.\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The ATO said the annual PRRT collections were highly correlated to the price of oil.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;The oil price is sensitive to developments in the global energy market,&#8221; the report said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;For example, the 2021\u201322 result is primarily attributed to energy prices reacting to market volatility created by the Russian invasion of Ukraine.&#8221;<\/p>\n<p><img decoding=\"async\" alt=\"PRRT payable in 2023-24\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/10\/ef984d6c0ce4a8a64a2d4e484195f621\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">PRRT payable declined in 2023-24, as the profitability of PRRT-liable companies declined.
