Last week, they did.<\/p>\n<p class=\"dcr-130mj7b\">In a rare display of unity, out-of-power Democrats embraced the risky politics of a government shutdown \u2013 their boldest effort yet to rein in a president whom <a href=\"https:\/\/www.nytimes.com\/interactive\/2025\/10\/02\/polls\/times-siena-poll-registered-voter-crosstabs.html\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">many Americans<\/a> and constitutional <a href=\"https:\/\/www.npr.org\/2025\/04\/22\/nx-s1-5340753\/trump-democracy-authoritarianism-competive-survey-political-scientist\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">scholars<\/a> now view as a threat to US democracy.<\/p>\n<p class=\"dcr-130mj7b\">\u201cIt\u2019s not a fight for fighting\u2019s sake,\u201d said Adam Green, co-founder of the Progressive Change Campaign Committee, one of the outside groups closely coordinating with Democratic leaders on Capitol Hill. \u201cThis is a battle about Donald Trump\u2019s attacks on the constitution and him seizing the power over all spending from Congress \u2013 and whether Congress is going to let him get away with that.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Washington is bracing for what could be an extended government shutdown, which officially <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/oct\/01\/us-government-shuts-down\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">began at 12.01am<\/a> on Wednesday. Last week, Senate Democrats <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/oct\/03\/trump-government-shutdown-republicans-democrats\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">repeatedly blocked<\/a> a Republican funding measure to reopen the government, as the parties traded blame and each side insisted they would not bend to the other\u2019s demands.<\/p>\n<p class=\"dcr-130mj7b\">Democrats are pressing for an array of healthcare-centered priorities, including the extension of tax credits for Affordable Care Act plans set to expire at the end of the year. The White House and <a href=\"https:\/\/www.theguardian.com\/us-news\/republicans\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Republicans<\/a>, who control both chambers of Congress, have refused to include any healthcare concessions as part of a deal to reopen the government, though some GOP lawmakers are open to extending the ACA subsidies.<\/p>\n<p class=\"dcr-130mj7b\">Democrats, with little leverage and deep skepticism that Republicans will honor any future deal, view the shutdown as their only option to force the issue.<\/p>\n<p class=\"dcr-130mj7b\">But the Trump administration is working to make the closures as painful as possible for Democrats, who Republicans accuse of trying to \u201csabotage\u201d the president\u2019s agenda.<\/p>\n<p class=\"dcr-130mj7b\">Trump has called the shutdown an \u201cunprecedented opportunity\u201d to dismantle federal programs and what he called \u201cDemocrat agencies\u201d. In a sharp break from precedent, the Trump administration is readying plans to permanently layoffs of federal workers while it takes punitive action against Democratic-led states. Several government departments have posted <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/oct\/02\/government-shutdown-emails-blaming-democrats\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">partisan and potentially illegal<\/a> messages saying their operations are curtailed due to \u201cthe Radical Left Democrat shutdown\u201d. In the Senate, the majority leader John Thune has said he plans to hold more votes on a plan to reopen the government this week.<\/p>\n<p class=\"dcr-130mj7b\">But Democrats say the stakes are too high \u2013 and the greater risk is capitulating to the president.<\/p>\n<p class=\"dcr-130mj7b\">\u201cRemember, right now, our healthcare system is broken. Right now, we\u2019re the only major country on Earth not to guarantee healthcare to all people,\u201d the senator Bernie Sanders <a href=\"https:\/\/www.youtube.com\/watch?v=wgzzDROwCfU\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">said in a video<\/a> with progressive New York congresswoman Alexandria Ocasio-Cortez, explaining the Democrats\u2019 opposition to the Republican funding bill. \u201cAnd these guys want to make it even worse. We\u2019re not going to let that happen.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Progressive activists who have been sharply critical of the party\u2019s congressional leaders, Senate Democratic leader Chuck Schumer and House Democratic leader Hakeem Jeffries, are now praising them for continuing to \u201chold the line on healthcare\u201d.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWhat our members see is Democrats willing to stand up and fight,\u201d said Joel Payne, a spokesperson for MoveOn, which is part of a coalition of progressive groups flooding Democrats with calls to hold fast in shutdown negotiations.<\/p>\n<p class=\"dcr-130mj7b\">Payne said healthcare was Democrats\u2019 \u201cnorth star\u201d \u2013 the party\u2019s strongest issue with voters and one that has helped propel them to victory in the past. If Democrats are successful, he added, the showdown over healthcare could serve as a blueprint for safeguarding other rights under attack by the administration.<\/p>\n<p class=\"dcr-130mj7b\">House Republicans did not need Democrats to pass their short-term spending bill last month, which would fund the government mostly at current levels through 21 November. But in the Senate, where Republicans hold a 53-47 majority, they need Democratic support to clear the 60-vote threshold required to advance most legislation.<\/p>\n<p class=\"dcr-130mj7b\">So far, only three members of the Senate Democratic caucus have broken ranks: John Fetterman of Pennsylvania, Catherine Cortez Masto of Nevada and Angus King, an independent of Maine.<\/p>\n<p class=\"dcr-130mj7b\">In the House, Maine congressman Jared Golden, was only House Democrat to back the Republican funding bill when it passed the House last month. In a statement last week, Golden said the shutdown was the \u201cresult of hardball politics\u201d driven by the demands of \u201cfar-left groups\u201d eager to show their opposition to Trump.<\/p>\n<p class=\"dcr-130mj7b\">Early polling suggests voters are more inclined to blame Trump and Republicans than Democrats for the federal shutdown. A Washington Post poll <a href=\"https:\/\/www.washingtonpost.com\/politics\/interactive\/2025\/government-shutdown-trump-congress-poll\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">released<\/a> on Thursday found that, by a 17-percentage-point margin, Americans blame Republicans for the shutdown. Independents overwhelmingly sided with Democrats, the survey found.<\/p>\n<p class=\"dcr-130mj7b\">Yet there were signs public opinion could shift as more Americans face the ripple effects of government-wide closures. In several polls, a significant share of voters said they held <a href=\"https:\/\/maristpoll.marist.edu\/wp-content\/uploads\/2025\/09\/NPR_PBS-News_Marist-Poll_USA-NOS-and-Tables_Shutdown_202509291238.pdf\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">both parties equally<\/a> responsible or were unsure of whom to blame.<\/p>\n<p class=\"dcr-130mj7b\">The call for Democrats to take a harder line against Trump has been building for months. Across the country, progressive activists, disaffected Republicans and voters outraged by the administration\u2019s actions have packed town halls, marched in protests and launched campaigns of their own \u2013 sending a clear message to Democrats: step up, or step aside.<\/p>\n<p class=\"dcr-130mj7b\">\u201cEverybody wants a fighter,\u201d said Lanae Erickson, senior vice-president at the centrist thinktank Third Way that is often at odds with the party\u2019s left flank.<\/p>\n<p class=\"dcr-130mj7b\">Erickson said the focus on healthcare \u2013 an issue that unifies the party\u2019s diverse coalition and falls squarely in the \u201cVenn diagram of things voters care about\u201d \u2013 was both good politics and good policy.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThe ACA subsidies are a real ask,\u201d she said. \u201cIf Democrats got that, it would be a way to declare victory in this moment.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Democrats feel confident going to battle over healthcare. A Kaiser Family Foundation (KFF) poll showed that <a href=\"https:\/\/www.kff.org\/affordable-care-act\/kff-health-tracking-poll-public-weighs-political-consequences-of-health-policy-legislation\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">78%<\/a> of Americans support extending the credits, which <a href=\"http:\/\/url4027.email.politico.com\/ss\/c\/u001.6g0Zd3AyneOViJYBXgbV6ykGZP1kSNxvKAuCdDjb3j-5Lce3C8hPMvMIxqkSDc367bXQmq9hdY7qySJboorYqC7aLMypYiAN4wFRQA13B736dLznMRWJtc2yco3g-29Vbq3u6A_lspP1T2KLFlu5zeQEIMylYHo2QSwlX445hUg\/4kf\/_QalaMnDT0ifsxpapFgLiA\/h11\/h001.-APOPoHg50Z74uqxSaWYl0CON86L8L7D42qUHH0RqJc\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">disproportionately<\/a> benefit Republican-held congressional districts.<\/p>\n<p class=\"dcr-130mj7b\">Without action, insurance premiums for millions of Americans could double next year, according to an analysis by KFF. Democrats have also sought to reverse Medicaid cuts included in Trump\u2019s marquee tax-and-immigration package, which the nonpartisan <a href=\"https:\/\/www.cbo.gov\/publication\/61463\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">congressional budget office<\/a> projects will leave 10 million more Americans uninsured over the next decade.<\/p>\n<p class=\"dcr-130mj7b\">Republicans have countered by <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/oct\/01\/jd-vance-government-shutdown-layoffs\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">falsely claiming<\/a> Democrats forced a shutdown to provide free health benefits to undocumented immigrants. The White House has taunted Democrats with a deepfake video of Schumer and Jeffries, wearing a sombrero and fake mustache that has been widely denounced as racist. Vance laughed off the criticism, calling the video \u201cfunny\u201d.<\/p>\n<p class=\"dcr-130mj7b\">Democrats like Gavin Newsom, the governor of California, fired back with memes and taunts of their own. In one tweet, Newsom\u2019s press team <a href=\"https:\/\/x.com\/GovPressOffice\/status\/1973461031440756825\" data-link-name=\"in body link\" rel=\"nofollow\">posted<\/a> an AI generated image of Trump in a towering wig and an 18th-century gown: TRUMP \u201cMARIE ANTOINETTE\u201d SAYS, \u201cNO HEALTH CARE FOR YOU PEASANTS, BUT A BALLROOM FOR THE QUEEN!\u201d<\/p>\n<p class=\"dcr-130mj7b\">Democrats are betting that the shutdown strategy can help shift momentum heading into next year\u2019s midterm elections. By wielding their most powerful legislative tool, party leaders aim to rebuild trust with their disillusioned base \u2013 a group whose frustration has dragged Democratic approval ratings to decade lows and hurt fundraising.<\/p>\n<p class=\"dcr-130mj7b\">Many Democrats argue that their best hope of restraining Trump is to regain the House in 2026, and that the most straightforward path to doing so is to focus on kitchen-table issues like healthcare.<\/p>\n<p class=\"dcr-130mj7b\">Some Democratic strategists warn that by focusing primarily on healthcare, the party risks downplaying what many view as Trump\u2019s authoritarian lurch \u2013 reducing it to just another policy showdown in Washington\u2019s partisan budget battles.<\/p>\n<p class=\"dcr-130mj7b\">Anat Shenker-Osorio, a Democratic strategist and communications researcher, believes a sharper message \u2013 such as \u201cwe will not fund fascism\u201d or \u201cno dollars for dictatorship\u201d \u2013 would help cut through the noise and clarify the stakes.<\/p>\n<p class=\"dcr-130mj7b\">\u201cIn order for people to fight this regime, they have to understand it as a regime hellbent on taking our freedoms,\u201d she said.<\/p>\n<p class=\"dcr-130mj7b\">As part of their demands, Democrats are also pushing for ways to curtail Trump\u2019s ability to rescind funding already approved by Congress, as he has done with foreign aid programs and public broadcasting. An alternative short-term funding bill offered by Democrats included provisions that would make it harder for the president to undermine Congress\u2019s funding power.<\/p>\n<p class=\"dcr-130mj7b\">Ezra Levin, co-founder of Indivisible and a <a href=\"https:\/\/www.theguardian.com\/commentisfree\/2025\/mar\/26\/chuck-schumer-step-down-democrats\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">leading voice<\/a> on the left pushing Democrats to fight harder against what he calls the Trump \u201cregime\u201d, said he was encouraged to see the party\u2019s leadership sharpen its tactics. Though Levin shares the view that the stakes are far bigger than a healthcare policy dispute, he believes Democrats\u2019 demands, if met, could \u201cconstrain the regime in some meaningful ways\u201d.<\/p>\n<p class=\"dcr-130mj7b\">Indivisible is helping to coordinate a second wave of No Kings rallies across the country to protest what organizers described as Trump\u2019s \u201cauthoritarian power grab\u201d.
