{"id":203790,"date":"2025-10-10T20:39:08","date_gmt":"2025-10-10T20:39:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/au\/203790\/"},"modified":"2025-10-10T20:39:08","modified_gmt":"2025-10-10T20:39:08","slug":"capita-gets-final-ok-to-run-civil-service-pension-scheme","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/au\/203790\/","title":{"rendered":"Capita gets final OK to run Civil Service Pension Scheme"},"content":{"rendered":"<p>The Cabinet Office has agreed to press ahead with outsourcing giant Capita\u2019s bid to take over administration of the Civil Service Pension Scheme in December after concerns that the firm may not be ready in time.\u00a0\u00a0<\/p>\n<p>Capita was <a href=\"https:\/\/www.civilserviceworld.com\/news\/article\/capita-regains-management-of-civil-service-pension-scheme\" target=\"_blank\" rel=\"nofollow noopener\">awarded a \u00a3239m contract<\/a> to take over from current scheme administrator MyCSP in November 2023. Preparations for the changeover, which will see Capita running the scheme on behalf of the Cabinet Office for 10 years, have been ongoing for months.\u00a0<\/p>\n<p>However back in July, Cabinet Office permanent secretary Cat Little told members of parliament\u2019s Public Accounts Committee that progress with \u201ctransition milestones\u201d built into the government\u2019s contract with Capita was a\u00a0<a href=\"https:\/\/www.civilserviceworld.com\/professions\/article\/cat-little-capita-has-underestimated-complexity-of-mycsp-transition\" target=\"_blank\" rel=\"nofollow noopener\">\u201csignificant cause for concern\u201d<\/a>.\u00a0<\/p>\n<p>Little, who is also civil service chief operating officer, said that a final \u201cgo\/no-go\u201d decision on the change of administration for the CSPS \u2013 which has 1.7 million members \u2013 would be taken in September. She said the switch would not take place unless there was confidence in Captia\u2019s readiness.\u00a0<\/p>\n<p>Weeks before Little&#8217;s comments, public spending watchdog the National Audit Office <a href=\"https:\/\/www.civilserviceworld.com\/professions\/article\/nao-flags-civil-service-pension-scheme-failings\" target=\"_blank\" rel=\"nofollow noopener\">reported that Capita had already missed three of its \u201ckey milestones\u201d for the transfer<\/a>, prompting the Cabinet Office to withhold \u00a39.6m in transition payments. At the time of the parliamentary session, Capita was adamant that its milestones had been met.\u00a0\u00a0<\/p>\n<p>The Cabinet Office has now confirmed to Civil Service World that Capita was able to reassure the department that preparations for\u00a0the December changeover are in order, and that last month\u2019s \u201cgo\/no-go\u201d decision went in favour of the company.\u00a0<\/p>\n<p>A spokesperson said the department is \u201cconfident\u201d that the programme to transfer administration of the CSPS \u201cremains on track for the 1st of December and beyond\u201d.\u00a0<\/p>\n<p>\u00a0They added: \u201cAs with any major programme, we will continue to regularly assess business readiness during the transition and work closely with both MyCSP and Capita to keep member and employer impact during the transfer to a minimum. Any changes to the programme will be communicated to all affected workers in a timely manner.\u201d\u00a0<\/p>\n<p>Civil Service World understands that the changeover is likely to involve a period of days when online services are unavailable to CSPS members so that account details can be transferred to a new platform. The switch from MyCSP to Capita is also expected to involve members having to re-register to use online services. The rollout of Capita\u2019s full service offer is expected to be complete by the end of March 2026.\u00a0<\/p>\n<p>In August, the civil service\u2019s biggest union \u2013 PCS \u2013 <a href=\"https:\/\/www.civilserviceworld.com\/professions\/article\/union-warns-of-grave-concerns-for-civil-service-pension-scheme\" target=\"_blank\" rel=\"nofollow noopener\">said it had \u201cgrave concerns\u201d over the change of administrator from MyCSP to Capita<\/a> and urged the Cabinet Office to bring scheme administration back \u201cin-house\u201d, to be overseen by civil servants. \u00a0<\/p>\n<p>Adrian Prandle, assistant general secretary at FDA, the union for senior civil servants, said today that\u00a0it is\u00a0essential for CSPS scheme members\u2019 interests to be given \u201cforemost\u201d consideration as part of the transfer from MyCSP to Capita.\u00a0<\/p>\n<p>\u201cGiven the concerns raised publicly with the chief operating officer about preparedness, it\u2019s essential that the transfer goes smoothly, that any temporary disruption is minimised and there is a marked improvement in service delivery,\u201d he said. \u201cWe will also continue to exert pressure over the clearing of backlogs, which must be treated as urgent.\u201d\u00a0<\/p>\n<p>Ongoing concerns with MyCSP\u2019s administration of the pension scheme \u2013 flagged in the NAO\u2019s June report\u00a0\u2013 include delays to retirement quotes and retirement payments, as well as lengthy waits for telephone queries to be answered.\u00a0<\/p>\n<p>PCS general secretary Fran Heathcote said today that increasing numbers of retirements and large backlogs of <a href=\"https:\/\/www.civilserviceworld.com\/professions\/article\/civil-service-pension-scheme-delay-disappointing-union-says\" target=\"_blank\" rel=\"nofollow noopener\">McCloud remediation work<\/a> made it \u201cthe worst possible time\u201d to attempt a change of pension-scheme administrator.\u00a0<\/p>\n<p>\u201cThis transition is only necessary in the first place because of the now discredited policy of outsourcing,\u201d she said. \u201cWe reiterate our call for this work to be brought back in house to provide for proper governance and a decent public service.\u201d\u00a0<\/p>\n<p>In a statement provided to Civil Service World, Capita said it is \u201con track\u201d to begin administering the CSPS from 1 December.\u00a0<\/p>\n<p>\u201cWorking in close partnership with the Cabinet Office, our priority is to deliver a smooth and secure handover,\u201d the company said.\u00a0\u201cCapita is proud to have been selected to deliver such a vital service, supporting over 1.5 million current and former public servants who have dedicated their careers to the UK.\u201d\u00a0<\/p>\n<p>Capita said it would gradually roll out enhancements to the service provided to CSPS members over the coming months, including \u201cintuitive digital tools\u201d to give members greater control and visibility over their pension \u201cjourney\u201d.\u00a0<\/p>\n<p>It added that \u201cmarket-leading automation and AI\u201d would be embedded to \u201cboost accuracy and efficiency\u201d at the same time as\u00a0continuously
