{"id":245171,"date":"2025-10-28T00:08:20","date_gmt":"2025-10-28T00:08:20","guid":{"rendered":"https:\/\/www.newsbeep.com\/au\/245171\/"},"modified":"2025-10-28T00:08:20","modified_gmt":"2025-10-28T00:08:20","slug":"in-the-housing-debate-between-nimbys-and-yimbys-a-map-of-sydney-shows-whats-at-stake","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/au\/245171\/","title":{"rendered":"In the housing debate between NIMBYs and YIMBYs, a map of Sydney shows what&#8217;s at stake"},"content":{"rendered":"<p class=\"paragraph_paragraph__iYReA\">In the debate about Sydney&#8217;s housing situation and the protection of the city&#8217;s heritage buildings and suburbs, there&#8217;s a map that does the rounds.\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">It comes from a <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.productivity.nsw.gov.au\/sites\/default\/files\/2024-02\/What-we-gain-by-building-more-homes-in-the-right-places.pdf\" data-component=\"Link\" data-uri=\"coremedia:\/\/externallink\/105932578\" rel=\"nofollow noopener\" target=\"_blank\">NSW Productivity Commission report (2024)<\/a>.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">It shows that roughly one-quarter of the residential-zoned land within 10 kilometres of Sydney&#8217;s CBD is subject to some form of heritage protection.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">It&#8217;s used by YIMBYs (Yes In My Backyard) to show how absurd the city&#8217;s heritage movement has become.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">They say it highlights how overzealous local governments have put huge tracts of land off-limits to new homes in Sydney&#8217;s most-desirable areas.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">See the map below:<\/p>\n<p><img decoding=\"async\" alt=\"Heritage protected areas of inner Sydney 2021\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/10\/bc517fb0fb1d153ca30bfe226ebabca7\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">(Source: NSW Productivity Commission (February 2024), &#8216;What we gain by building more homes in the right places,&#8217; page. 44)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The map is very evocative.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Heavy splotches of red cover a massive area of inner Sydney, on both sides of the harbour. (Source: screenshot.)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Do you remember that moment above?<\/p>\n<p class=\"paragraph_paragraph__iYReA\">In late 1997, during an interview on the ABC&#8217;s 7.30 Report with Kerry O&#8217;Brien, Coalition prime minister John Howard held up that map and said:<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;This shows 78 per cent of the land mass of Australia coloured brown on this map.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;The Labor Party and the Democrats are effectively saying that the Aboriginal people of Australia should have the potential right of veto over further development of 78 per cent of the land mass of Australia.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">You can see a clip of that exchange in <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.youtube.com\/watch?v=GTtlHZxigOY\" data-component=\"Link\" data-uri=\"coremedia:\/\/externallink\/105932826\" rel=\"nofollow noopener\" target=\"_blank\">this video<\/a>. It&#8217;s been a daily drip: industry after industry will close, the economy will be crippled. We&#8217;ve been here before.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">If you were sentient in 1997 and saw that interview live, you may remember what the inflamed political atmosphere in Australia was like at the time, in the wake of the High Court&#8217;s <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.nma.gov.au\/defining-moments\/resources\/mabo-decision\" data-component=\"Link\" data-uri=\"coremedia:\/\/externallink\/105934062\" rel=\"nofollow noopener\" target=\"_blank\">Mabo<\/a> and <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/en.wikipedia.org\/wiki\/Wik_Peoples_v_Queensland\" data-component=\"Link\" data-uri=\"coremedia:\/\/externallink\/105933976\" rel=\"nofollow noopener\" target=\"_blank\">Wik<\/a> rulings.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Senior conservative politicians were running around telling Australians that their <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2012-06-07\/green-reflections-on-the-mabo-debate\/4056156\" data-component=\"Link\" data-uri=\"coremedia:\/\/externallink\/105934072\" rel=\"nofollow noopener\" target=\"_blank\">suburban backyards<\/a> could be <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/pmtranscripts.pmc.gov.au\/release\/transcript-10554\" data-component=\"Link\" data-uri=\"coremedia:\/\/externallink\/105934080\" rel=\"nofollow noopener\" target=\"_blank\">under threat<\/a> from Native Title claims, which was absurd.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">We don&#8217;t want to re-prosecute those arguments.\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But the way in which Mr Howard used that map as a prop in that interview in 1997, when the political atmosphere was so fraught, left a deep impression.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Ever since, it&#8217;s been difficult to trust, on face value, any &#8220;map&#8221; that a politician or political group waves around to make some argument.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">It always pays to interrogate them.<\/p>\n<p>The different shades of red<\/p>\n<p class=\"paragraph_paragraph__iYReA\">And when you look more closely at that map from the NSW Productivity Commission, you&#8217;ll notice a few things.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Firstly, the PC has unhelpfully used two very similar shades of red to highlight quite different phenomena.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">For example, look at the big patch of red in the top right-hand corner of the graph, which I&#8217;ve highlighted with a green box:<\/p>\n<p><img decoding=\"async\" alt=\"PC map of Heritage listed areas and North Head\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/10\/f62cd1be5274d3817d32395963e74c23\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"paragraph_paragraph__iYReA\">That&#8217;s North Head, at the entrance to Sydney Harbour.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">It&#8217;s the site of the old <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/en.wikipedia.org\/wiki\/North_Head_Quarantine_Station\" data-component=\"Link\" data-uri=\"coremedia:\/\/externallink\/105934266\" rel=\"nofollow noopener\" target=\"_blank\">Quarantine Station<\/a> (established in 1832) and nature reserve.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">It&#8217;s been a major <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/qstation.com.au\/our-story\/\" data-component=\"Link\" data-uri=\"coremedia:\/\/externallink\/105934298\" rel=\"nofollow noopener\" target=\"_blank\">tourist attraction<\/a> for decades.<\/p>\n<p><img decoding=\"async\" alt=\"North Head quarantine station (1)\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/10\/e53d06bbda3a5ce675b7ab78515d7eb1\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Q Station, in Sydney Harbour National Park. (Source: Q Station)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Similarly, with other areas covered by the brighter shade of red on the PC map.\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Jump across the water from North Head to Middle Head-Gubbuh Gubbuh, which I&#8217;ve highlighted with a green box:<\/p>\n<p><img decoding=\"async\" alt=\"Middle Head PC heritage listed area\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/10\/311965849dca83567ec7ca15737c4f9c\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"paragraph_paragraph__iYReA\">That&#8217;s the site of the old <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/en.wikipedia.org\/wiki\/Middle_Head_Fortifications\" data-component=\"Link\" data-uri=\"coremedia:\/\/externallink\/105934352\" rel=\"nofollow noopener\" target=\"_blank\">Middle Head fortifications<\/a> (built 1801 to 1942) and gunners barracks.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">It&#8217;s another major <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.nationalparks.nsw.gov.au\/things-to-do\/immersive-stories\/outer-fort-middle-head\" data-component=\"Link\" data-uri=\"coremedia:\/\/externallink\/105934354\" rel=\"nofollow noopener\" target=\"_blank\">tourist attraction<\/a> and nature reserve.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Its first gun placement was built in 1801 in response to the Napoleonic War, and new gun placements, lookouts, a main fort, and a network of underground tunnels and ammunition stores were carved into the headland over time, as military technology evolved and new threats emerged.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">During the Vietnam War, the fortifications were used to train Australian soldiers to <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/mosmancollective.com\/general\/the-school-of-torture-why-middle-heads-vietnam-legacy-matters\/\" data-component=\"Link\" data-uri=\"coremedia:\/\/externallink\/105934380\" rel=\"nofollow noopener\" target=\"_blank\">withstand torture<\/a> in the event that they were captured overseas.<\/p>\n<p><img decoding=\"async\" alt=\"Middle Head fortifications\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/10\/f855869f4ed0d2228edda264e21743f0\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Middle Head fortifications were built from 1801. (Photo: Simon Wood \u00a9 Department of Climate Change, Energy, the Environment and Water)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">You get the picture.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">When you investigate the areas covered by the brighter shade of red on the PC map, you&#8217;ll see what many of those heritage-listed areas are in reality, and realise that they contribute a lot to Sydney&#8217;s tourism industry, or outdoor lifestyle, or natural beauty.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">One assumes that YIMBYs aren&#8217;t proposing to bulldoze those sites to turn them into housing.<\/p>\n<p>Heritage conservation areas<\/p>\n<p class=\"paragraph_paragraph__iYReA\">So, in the context of the debate about Sydney&#8217;s housing problems, when you look at the PC&#8217;s map, you mostly have to focus your eyes on the areas covered by the darker shade of red.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Those are the Heritage Conservation Areas (HCAs) that have become a cultural flashpoint in the NIMBY vs YIMBY debate.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2025-10-19\/green-bans-sydney-1970s-unions-nimby-yimby-milton-friedman\/105903850\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">&#8216;Green bans&#8217; saved Australia&#8217;s historic buildings<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">The &#8220;green bans&#8221; in the 1970s saved many of Australia&#8217;s historic buildings and our cities are richer for them. But a famous economist didn&#8217;t like them.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Local governments create HCAs, and as the NSW Productivity Commission says, HCAs are not subject to the same assessment requirements as heritage listings, but they still restrict owners from redeveloping their land or undertaking significant extensions or renovations.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The PC says the proliferation of HCAs in Sydney since the 1970s has greatly reduced the amount of land available for new housing in Sydney\u2019s most desirable areas.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">And each HCA has its own story.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Take the suburb of Haberfield, for example, highlighted by the green box below:<\/p>\n<p><img decoding=\"async\" alt=\"Haberfield Heritage Conservation Area\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/10\/15e4323c3a142c14e5de7ea3aa9e9ee6\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"paragraph_paragraph__iYReA\">Last year, the Sydney Morning Herald called Haberfield &#8220;<a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.smh.com.au\/national\/nsw\/the-sydney-suburb-yimbys-love-to-hate-where-nothing-is-allowed-to-change-20231211-p5eqk5.html\" data-component=\"Link\" data-uri=\"coremedia:\/\/externallink\/105934428\" rel=\"nofollow noopener\" target=\"_blank\">the Sydney suburb YIMBYs love to hate<\/a>&#8220;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Why is that entire suburb listed as a Heritage Conservation Area? It&#8217;s because it was built as a social experiment.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">It was Australia&#8217;s first successful planned &#8220;garden suburb&#8221; and one of the earliest prototypes in the world of the &#8220;<a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/en.wikipedia.org\/wiki\/Garden_city_movement\" data-component=\"Link\" data-uri=\"coremedia:\/\/externallink\/105934612\" rel=\"nofollow noopener\" target=\"_blank\">garden city movement<\/a>&#8220;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">It was established in 1901, in the wake of the bubonic plague that hit Sydney&#8217;s Rocks precinct in 1900.<\/p>\n<p><img decoding=\"async\" alt=\"Haberfield street with federation homes and old trees\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/au\/wp-content\/uploads\/2025\/10\/43fa13b103288a19b6a14abaa4bc8bee\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Developments in Haberfield are bound by strict rules. (ABC News: Tony Ibrahim)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">It was a &#8220;model suburb&#8221; built according to certain philosophical principles: all homes were limited to one story, fences were kept low to foster a sense of community, streets were wide and tree lined, and no house was the same.\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">It was a picturesque suburb of free-standing, unique brick bungalows built in the Federation style, offering the health benefits of &#8220;country&#8221; living but the employment opportunities of &#8220;city&#8221; living.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">It was a contrast to the terraced and crammed architecture of inner-city slums.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">And as the <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/dictionaryofsydney.org\/entry\/haberfield#:~:text=Haberfield%2C%20in%20the%20municipality%20of,)%20and%20Hampstead%20(1907).\" data-component=\"Link\" data-uri=\"coremedia:\/\/externallink\/105934638\" rel=\"nofollow noopener\" target=\"_blank\">Dictionary of Sydney<\/a> put it:<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;This visionary social experiment was so financially successful that it helped lock in the great Australian dream of the quarter-acre suburban block with dwelling, which has dominated how Australians seek to house themselves.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But even still, given that unique history, should the entire suburb now be preserved like a quasi-living museum?<\/p>\n<p class=\"paragraph_paragraph__iYReA\">What impact does its listing as an HCA have on the supply of homes, property prices, and demographics in the suburb and surrounding area?<\/p>\n<p class=\"paragraph_paragraph__iYReA\">According to the NSW Productivity Commision, <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.nationaltrust.org.au\/event\/haberfield-the-garden-suburb\/\" data-component=\"Link\" data-uri=\"coremedia:\/\/externallink\/105935178\" rel=\"nofollow noopener\" target=\"_blank\">as lovely as the suburb is<\/a>, Haberfield is an example of how HCAs can produce negative outcomes:<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Areas dominated by large, low-density, freestanding homes do not cater well for younger people moving out of home, or for older people looking to downsize while staying in their neighbourhood,&#8221; it said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;At the same time, high prices and a lack of new housing in these areas tend to lock out young families and new migrants.\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;The result is that local populations are ageing faster than otherwise. Two examples are Haberfield and Mosman, where the median age is eight to nine years older than Greater Sydney as a whole.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">And when you wade into the debate about heritage listings and housing supply and prices, Haberfield has everything.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">On internet forums and comment sections, you&#8217;ll find plenty of people defending the suburb, saying it&#8217;s nice to have a suburb where ugly and cheap apartment buildings aren&#8217;t being thrown up, like in so many other suburbs.\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But YIMBYs say the HCA is helping Haberfield to grow older and richer, and with far fewer renters than the Great Sydney average.<\/p>\n<p>Cities are always rebuilding themselves<\/p>\n<p class=\"paragraph_paragraph__iYReA\">And that&#8217;s just one example.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">When you investigate the other HCAs on the PC&#8217;s map of inner Sydney, you&#8217;ll discover that each community is grappling with unique issues. None of them are the same.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">For example, in the north of the city there&#8217;s another large HCA, at Artarmon.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But in 2022, the <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/artarmonprogress.org.au\/Gazette\/issues\/Gazette202206_Web.pdf\" data-component=\"Link\" data-uri=\"coremedia:\/\/externallink\/105935200\" rel=\"nofollow noopener\" target=\"_blank\">Artarmon Gazette<\/a> was asking existential questions:<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;After 30 years perhaps it&#8217;s time to review heritage conservation. Is it still valued? Should we surrender to the trend to modern apartments?<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The PC says major cities have to be allowed to evolve, and Sydney has always rebuilt itself.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">And that&#8217;s true.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Sydney&#8217;s first skyline was <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.therocks.com\/editorials\/windmills-on-the-skyline-before-skyscrapers\" data-component=\"Link\" data-uri=\"coremedia:\/\/externallink\/105935202\" rel=\"nofollow noopener\" target=\"_blank\">dominated by windmills<\/a>. Windmills were an essential part of the early city&#8217;s life.
